Adjournment • (Subject for Approval) City of Tiffin Planning and Zoning Commission Kate Fitzgerald, Chairperson, called meeting to order at 6:34 pm on Wednesday, December 7, 2011 at the Springmier Library. Roll call of Commission members present: Shawna Colvin, Kate Fitzgerald, Melvin Reeve, Stephanie Surine. and Peggy Upton. Also present: Mayor Phillips, Travis Weipert, City Clerk Ruth Demuth and Steve Berner. Motion made by Stephanie Surine and seconded Peggy Upton for approval of Agenda as printed. All Ayes. Motion made by Stephanie Surine and seconded by Peggy Upton for approval of minutes of November 2, 2011. All Ayes. Old Business: Discussion held on updates to the Pools and Fence Regulations. Motion made by Shawna Colvin and seconded by Melvin Reeve for recommendation for final changes as suggested and included on draft copy of Fence and Hedge Regulations. (Draft Copy included in packet materials.) Commission members extensively reviewed and discussed revisions to the Sub-division Ordinance. Chairperson Kate Fitzgerald suggested-to Commission members continue to review ordinance and examples of other cities' sub-division ordinances and continue discussions at January 2012 meeting. Chairperson Fitzgerald reviewed comments from City Engineer Hart on the"Statewide Urban Design and Specifications (SUDAS). Commission members suggested that City Engineer Hart be invited to January 4, 2012 meeting to clarify comments. New Business: Chairperson Fitzgerald inquired of Commission members for suggestions of residents for nominations to fill the vacancy on Planning and Zoning Commission due to the recent election of Peggy Upton to City Council. Commission members discussed several possible names for new member of P&Z Commission. Reported hat in 2012, Commissions now need to be gender balanced if possible. Submitted by: Ruth Demuth, City Clerk ' w 1 f, Dear P&Z Members: The intent of this message is to provide an Engineer's Comments for the SUDAS Design Manual, Chapter 1,Sections 1.and 2. Prior to any further comments on the remaining sections it is important that your members answer some of the questions that I raise on a few items,and other items are recommended. Once all of the Design and Specification chapters are reviewed, a Special Provisions will be generated to include all City changes or clarifications.The items of concern are referenced by each subsection as follows: ' • "Section Section 1.1—Does the City want thee Standards to also apply to existing adjacent lots/parcels next to right-of-ways or easements? Things like existing driveway replacements, ditch maintenance/culverts, sidewalks,etc. Section 2.1—."Jurisdictional Engineer" shall_be defined "City Engineer" as authorized representative. Section 2.3-Does•City want to add "City Staff' as performing some of these duties? Section 2.4—Does the City's existing"Building Permit" include the"Building Sanitary Sewer"or "Plumbing Permit" explained in this section? Section 2.5—The terms"Owner or.Homeowners Association" should by our zoning include anything greater than a single family dwelling. An IDNR permit is not required for all items discussed, and this • statement should add "applicable IDNR rules and regulations". Section 2.8—(Same comments as in Section 2.5) Section 2.10—Current ordinances I believe they only are responsible to the "curb stop",does the City want to keep the same? Additional comment the same as Section 2.4 regarding the "Building Permit" requirement. Section 2.21—Does the City want any future "Public Detention" basins? Section 2.22—Does the City currently,issue "Entrance Permits", or are those within the current,'Building Permits"? Sec'tiori 2.25—Does the City currently have franchises that are greater than 25 years in term? Table 2.1F Uncle?the column of"Permits", "Plumbing" can mean "Building Permit": -This concludes my review of those two sections. It is my understanding that members are currently working on a revised "Subdivision Ordinance". Section 3,Submittals Procedures of the Design Manual also include certain items and a checklist for plat requirements. Prior to my review of this-section if I could get your draft of that ordinance so that these two documents will match each other, or you reference this section in your ordinance. - Y If you want Mr. Frederick at your meeting on December 7th,please advise.
