HomeMy Public PortalAbout2002_03_26_O006 Amending the TC regarding compensation for Boards and CommissionsThe Town of Leesburg, rg ma ORDINANCE NO. 2 0 0 2 - o- 6 PRESENTED March 26, 2002 ADOPTED · March 26, 2002 AN ORDINANCE: AMENDING CHAPTER 2, ARTICLES VII, VIII, IX, X, XI; CHAPTER 2,1, ARTICLE 2.1; CHAPTER 5.1, ARTICLE XV; CHAPTER 5.2, ARTICLE I; CHAPTER 11.1, ARTICLE I; CHAPTER 13, ARTICLE 2 OF THE TOWN CODE REGARDING BOARD AND COMMISSION ATTENDANCE AND COMPENSATION WHEREAS, member participation on boards and commissions is crucial to providing recommendations concerning town operations; and WHEREAS, Council desires to amend the Town Code to provide consistency on how each board and commission addresses attendance and compensation issues. THEREFORE, ORDAINED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. Chapter 2, Article VII, Sections 2-88; Article VIII, Section 2-92; Article IX, Section 2-94; Article X, Section 2-96; and Article XI, Section 2-98 are hereby amended as follows: Sec. 2-88. Board of architectural review. Compensation of members of the town board of architectural review, after June 1, 1993, shall be $50.00 per meeting not to exceed $100.00 per month. The chairperson of the board of architectural review, as established in Article 16, Section 16A-4 of the Leesburg Zoning Ordinance, is required to report any attendance problems to the town council, which has the authority to require a member to resign if the said member is absent from c .... three consecutive, .... ~ .... h~,~,,,~a ...... e, .... J ..........meetings. Sec. 2-92. Environmental advisory commission created. (b) The commission shall elect its chairman annually. The commission shall elect annually the officers it deems necessary. The commission shall meet monthly or more often as necessary upon the call of the chairman or two or more members. The chairperson is required to report any attendance problems to the town council, which has the authority to require a member to resign if the said member is absent from three consecutive, regular mcntkly meetings. Sec. 2-98. Information technology commission created. (c) The commission shall meet monthly or more often as necessary upon the call of the chairperson or two or more members. A majority of the voting members of the information technology commission shall constitute a quorum. The majority of votes necessary to take action or to transact business shall be a majority of those present and voting. Meetings shall be open to the public under the Freedom of Information Act. Debate shall be limited to the commission members and appointed staff. The chairperson is required to report any attendance problems to the town council, which has the authority to require a member to resign if the said member is absent from three consecutive,---regu~ -^-+~'~" meetings. SECTION II. Chapter 2.1, Section 2.1-2 is hereby amended as follows: Sec. 2.1-2. Airport commission Created. (b) The commission shall elect its chairperson and vice-person annually and may elect one of its members as its secretary. The commission shall meet monthly or as determined by the commission. The chairperson is required to report any attendance problems to the town council, which has the authority to require a member to resign if the said member is absent from three consecutive;-mgu~ meetings. SECTION III. Chapter 5.1, Article XV, Section 5.1is hereby amended as follows: Sec. 5.1-60. Commission established generally. Members shall be reimbursed for actual expenses incurred in the exercise of their functions subject to the availability of fund appropriated for the purpose and as approved in advance by the town manager. (c) The commission shall elect its chairman annually and the town manager, or his designate, shall serve as secretary. The commission shall meet monthly or more often as determined by the commission. The chairman is required to report any attendance problems to the town council, which has the authority to require a member to resign if the said member is absent from three consecutive meetings. SECTION IV. Chapter 5.2, Article 1, Section 5.2 is hereby amended as follows: Sec. 5.2-1, Economic Development Commission established; preamble; mission; general composition; meetings. (d) Meetings: The commission shall elect its chairperson and vice-chairperson annually and the assistant town manager for economic development shall serve as secretary. The commission shall meet monthly or more often as determined by the commission. SECTION V. Chapter 11,1, Article 1, Section 11.1 is hereby mnended as follows: Sec. 11.1-1. Parks and Recreation Advisory Commission created; general composition; meetings. (c) The commission shall elect its chairman at its first meeting on or after July 1 of each year and the town manager, or his designee, shall serve as secretary. The commission shall meet monthly or more often as determined by the commission. The chairperson is required to report any attendance problems to the town council, which has the authority to require a member to resign if the said member is absent from three consecutive, ..... ~ ..... ~*' ~'' meetings. ARTICLE VI, Chapter 13, Article 11, Sections 17-18 is hereby amended as follows: Sec. 13-17. Compensation of members; reimbursement for expenses. (b) Compensation of members of the town planning commission, exclusive of the councilmanic appointment, after July 1, 1993, shall be $3,000.00 per annum, payable in equal monthly installments. ORDINANCE: -4- AMENDING THE TOWN CODE REGARDING BOARD AND COMMISSION ATTENDANCE See. 13-18. Organization. (a) The planning commission at the first meeting following the effective date of this section and to the first meeting each year thereafter shall elect from the members a chairman and a vice-chairman for terms of one year. The town manager shall provide a recording clerk for the planning commission from the town staff.
