ADOPTED
AMENDING ZONING ORDINANCE SECTIONS 4D-2, 4D-8 AND
ARTICLE 18 DEFINITIONS TO PERMIT MEDICAL OFFICES AND
VETERINARY HOSPITALS AS BY-RIGHT USES IN THE O-1
DISTRICT
WHEREAS, it is the intent and desire of Council to promote and enhance opportunities for
medical offices and veterinary offices in the Town of Leesburg to serve its citizens; and
WHEREAS, the O-1 General Office District Regulations currently prohibit physicians,
dentists and veterinarians as a principal use in the district; and
WHEREAS, amending the district regulation medical offices and veterinarian offices will
allow this type of use to be engaged in more efficiently in accordance with the goals of the
regulations; and
WHEREAS, the public necessity, convenience, general welfare and good zoning practice
require the proposed amendments; and
WHEREAS, staff recommends approval of the proposed amendments.
THEREFORE, ORDAINED by the Council of the Town Leesburg in Virginia as follows:
SECTION I. The Leesburg Zoning Ordinance is hereby amended as follows:

Section 4D-8_ l ISF. I.IMITATIONS
(1)
Services, personal, which are accessory to office uses shall be located in the same
building as the permitted uses and shall not constitute more than 25% of the
leasable floor area of the building.
(2) Recreation facilities shall be adequately soundproofed and constructed so that there
will be no noise detrimental to other properties. Lighting of any outdoor
recreation facility must be directed so as to eliminate or mitigate glare onto any
residential use or roadway. The hours of operation for outdoor recreation
facilities shall not exceed 7 a.m. to 11 p.m.

ARTICLE 18 - DEFINITIONS
SERVICES, PERSONAL
Any service wherein the primary occupation is the repair, care of, maintenance or
customizing of personal properties that are worn or carried about the person or are
a physical component of the person. For the purpose of this Ordinance, personal
service establishments shall include, but need not be limited to, barber shops,
beauty parlors, pet grooming establishments, laundering, cleaning and other
garment servicing establishments, tailors, dressmaking shops, shoe cleaning or
repair shops, and other similar places of business: services, personal do not

laundries solely devoted to cleaning, processing, etc., or linen or diaper service
establishments.
SECTION 1I. All prior ordinances in conflict herewith are hereby repealed.
SECTION m. Severability. If a court of competent jurisdiction declares any provision of
this ordinance invalid, the decision shall not affect the validity of the ordinance as a whole or any
remaining provisions of the zoning ordinance.
SECTION IV. This ordinance shall be in effect upon its passage.
