HomeMy Public PortalAboutResolution 64-3561 1 RESOLUTION NO. 64 -356 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY REQUESTING THE STATE LEGISLATURE TO AMEND THE COLLIER -UNRUH LOCAL TRANSPORTATION DEVELOPMENT ACT WHEREAS, the Collier -Unruh Local Transportation Development Act was adopted by the State Legislature and approved by the Governor of the State of California on July 18, 1963; and WHEREAS, the City Council of the City of Temple City, in an en- deavor to avoid future use of property taxes for major street con- struction, had previously gone on record as approving in principle, the above act, because it provides for a 1C increase in gasoline taxes to be used for the construction of County roads and City streets and WHEREAS, the Act provides that the recipient of funds apportioned from the increased Gas Tax, shall expend for construction and rights of way on the Select System, an additional amount which shall be de- rived from sources other than Highway Users Tax Funds, and these re- quired amounts known as "Matching Funds ", are to be 50% of the appor- tionment for the fiscal years 1963 -64, 1965 -66, 1966 -67, and increas- ing on a graduated scale to 100% of the apportionment in the fiscal year 1969 -70; and WHEREAS, the expenditure of these required "Matching Funds" will work a hardship on many cities, since these funds in great part will come from the General Funds of the cities, and the expenditure of these funds may diminish the amounts which can be used for maintenance and construction of local streets; and may in some cases, cause cities to raise their property taxes in order to provide sufficient funds for the "Matching Funds." NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, DOES RESOLVE AS FOLLOWS: SECTION 1. That the Collier -Unruh Local Transportation Develop- ment Act be amended at the next Session of the State Legislature to eliminate or to make less burdensome the "Matching Fund" provisions as now embodied in the Act. SECTION 2. That the City Clerk shall certify to the adoption of this resolution and cause copies to be sent to our legislators in the State Legislature, and the League of California Cities. APPROVED AND ADOPTED this 9th day of March, 1964.
