HomeMy Public PortalAboutMinutes-01/04/2012 City of Tiffin Planning and Zoning Commission Minutes Wednesday, January 4, 2012 Springmier Community Library The City of Tiffin Planning and Zoning Commission met in regular session on Wednesday, January 4, 2012 at the Springmier Community Library. Kathleen Fitzgerald called the meeting to"order at 6:30 p.m. Roll'call: Kathleen Fitzgerald, Stephanie Surine, Melvin Reeve, Shawna Colvin. Absent: one position vacant. Also present: Ben Carhoff representing Hart-Frederick Engineering Firm, Mayor Steve Berner and Jim Bartels. Motion Surine second Reeve to approve agenda. Carried unanimously. Motion Surine second Reeve to approve minutes of December 7, 2011 with edit to wording concerning suggested nominations for P&Z vacancy. Carried unanimously. Unfinished Business Carhoff stated that the Statewide Urban Design and Specifications (SUDAS) are unified specifications and design standards which are being adopted by many cities state-wide. Using SUDAS allows developers to know what is expected. SUDA specifications may be modified by cities by special provision, but best practice is to change as little as possible. Tiffin will develop addendum to SUDA document which is provided to developers along with the specification book. Specifications are how things are installed and which products are used. Standards are not retroactive, but will apply to new construction and future changes or improvements to existing structures. Tiffin may modify its Subdivision Ordinance to reference the SUDAS "as adopted by City of Tiffin". Carhoff addressed the comments made by City Engineer Hart on Section 1 and 2 of the SUDA manual prepared in October, 2010. Statewide manuals are updated periodically and will be reviewed by P&Z, as needed. Section 1.1 — Does the City want these Standards to also apply to existing adjacent lots/parcels next to right-of-ways or easements? Things like existing driveway replacements, ditch maintenance/culverts, sidewalks, etc. P&Z response: yes Section 2.1 —"Jurisdictional Engineer" shall be defined "City Engineer" as authorized representative. P&Z response: agreed Section 2.3 - Does City want to add "City Staff' as performing some of these duties? P&Z response: yes Section 2.4— Does the City's existing "Building Permit" include the "Building Sanitary Sewer" or "Plumbing Permit" explained in this section? P&Z response: yes Section 2.5—The terms "Owner or Homeowners Association" should by our zoning include anything greater than a single family dwelling. An IDNR permit is not required for all items discussed, and this statement should add "applicable IDNR rules and regulations". P&Z response: agreed Section 2.8—(Same comments as in Section 2.5) P&Z response: agreed Section 2.10— Current ordinances I believe they only are responsible to the "curb stop", does the City want to keep the same? Additional comment the same as Section 2.4 regarding the "Building Permit" requirement. P&Z response: yes Section 2.21 — Does the City want any future "Public Detention" basins? P&Z response: Refer to P&Z's previous recommendation concerning open spaces and storm water run-off. Section 2.22— Does the City currently issue "Entrance Permits", or are those within the current "Building Permits"? P&Z response: within current building permits, except as required by IDOT. Section 2.25— Does the City currently have franchises that are greater than 25 years in term? P&Z response: no Table 2.1 — Under the column of"Permits", "Plumb ing" can mean "Building Permit". P&Z response: yes Engineering firm will update section 3 and 4 along with the remainder of the SUDA manual. Section 3 deals with the submittal process for subdivision plats and project plans. Section 4 deals with the requirements for plat drawings and project plan sheets. P&Z will need to review Subdivision Ordinance. Fitzgerald will make electronic edits to subdivision ordinance. Hart will check when edits are finished to make sure everything matches and refer to SUDAS as adopted by City of Tiffin.
