AN ORDINANCE: AMENDING SECTION 8-12 OF THE TOWN CODE TO CHANGE THE
RESIDENTIAL CURBSIDE COLLECTION SCHEDULE FOR A BETTER
BALANCED MORE EFFICIENT DISTRIBUTION
WHEREAS, the current residential collection schedule for trash and recycling in Section 8-12 of the
Town Code requires 3370 units (Northwest (NW) and Southwest (SW)) be collected on Monday/Thursday and
6068 units (Northeast (NE) and Southeast (SE)) on Tuesday/Friday, which is out of balance by 2698 units; and
WHEREAS, the current schedule is inefficient and difficult to manage; and
WHEREAS, changing the schedule to collect SW and SE on Monday/Thursday (5014 units) and NW
and NE on Tuesday/Friday (4424 units) would reduce the imbalance from 2698 to 590; and
WHEREAS, the Environmental Advisory Commission supports the proposed change in the residential
collection schedule; and
WHEREAS, the proposed change would improve efficiency and customer service and maintain a
better balance in the future; and
WHEREAS, the Director of Engineering and Public Works recommends the proposed change; and
WHEREAS, the actual change should take place on Monday, October 6, 2003 to allow for notification
of town residents.
THEREFORE, ORDAINED by the Council of the Town of Leesburg in Virginia as follows:
Section 8-12, entitled Collection schedule of the Leesburg Town Code is amended to
SECTION 1.
read as follows:
(a) Refuse and garbage will be collected by the municipality once per week from
residential properties on the following schedule:
(1) Monday: Collection from residential properties fronting on King Market
Street and properties to the ~ south of King Market Street.
(2) Tuesday: Collection from residential properties to the ~tst north of King Market
Street.

(b) Recyclable materials will be collected by the municipality once per week from
residential properties on the following schedule:
(1) Tuesday: Collection of bulk tree trimmings, bushes and brush town wide.
a. The municipal office shall be notified no later than 4:00 p.m. on Monday of each
week to arrange for the collection of such materials each Tuesday.
(2) Thursday: Collection from residential properties fronting on King Market Street and
properties to the ~ south of King Market Street.
(3) Friday: Collection from residential properties to the eagt north of Y2ng Market Street.
(c) Garbage and refuse will be collected by the municipality from all curbside_commercial
properties on Tuesday, Thursday and Saturday of each week, and as provided as follows:
(1)
Upon the streets, within the limits designated below, garbage and refuse will also be
collected on Friday of each week, except on the holidays designated in section 8-12,
paragraph (3)(d) hereofi
Market Street, from Liberty Street east to Loudoun Street;
Loudoun Street, from the fire station east to Market Street;
King Street, from South Street to North Street;
Wirt Street, from Loudoun Street to Market Street.
(d) No garbage and refuse collection will be scheduled for Sundays or the following
holidays: New Years, Memorial Day, July 4th, Thanksgiving and Christmas.
(e) When weather conditions prevent the collection of garbage and refuse or when a
regularly scheduled day falls on a holiday specified above, collection will be made on the next
day.
II. The collection schedule change shall begin on Monday, October 6, 2003.
