I. ROLL CALL
The meeting was called to order by President Hanko at 7 : 35 P.M.
Members Present: Nonette Hanko, Daniel Wendin, Barbara Green
and Edward Shelley
Member Absent: Katherine Duffy
Personnel Present: Herbert Grench, Edward Jaynes, Anne Crosley,
Carroll Harrington and Stanley Norton
SPECIAL ORDERS OF THE DAY
A. Scheduling of Hearings Regarding Annexation of a Portion of
Southern San Mateo County
H. Grench introduced his memorandum (M-76-14) dated January 30 ,
1976 , regarding the Scheduling of Hearings Regarding Annexation
of a Portion of Southern San Mateo County. He advised that Santa
Clara County Local Agency Formation Commission had unanimously
approved the petition of the Citizens Committee for Annexation
and directed the MRPD to take action within thirty days . He
distributed copies of a resolution that had been prepared for
the Board' s consideration. The resolution sets the dates of
public hearings on the annexation matter for February 19 , 1976
at 7: 30 P.M. at the Chambers of the Menlo Park City Council ,
Civic Center, Menlo Park, and on March 3 , 1976 at 7 :30 P.M. at
the MRPD office. Any written protests to the annexation must
be delivered to the Board of Directors prior to 7 : 30 P.M. on
March 3 , 1976 . Attached to the resolution is a map and legal
description of the territory proposed to be annexed. Notices
with the resolution will be posted and published according to
State law.
S . Norton advised that the resolution is worded to allow the
Board of Directors to continue the public hearing in San Mateo
County to another time and place if the Board deems it appro-
priate.

H. Grench pointed out that the meeting of February 4 , 1976 was
incorrectly headed "Regular Meeting" and should instead read
"Special Meeting. "
N. Hanko stated the consensus. that the minutes of February 4 ,
1976 be approved as amended.

N. Hanko suggested the February 25 date might be kept available
for the possibility of another meeting. H. Grench said he would
investigate the availability of facilities for such a meeting
in south San Mateo County, perhaps in San Carlos, on February
25, 26 or 24 , in that order. The Board concurred.
N. Hanko said she had expected a written report from Legal Counsel
on the timetable for future action by the Board in the annexation
process. S . Norton advised that the only Board actions necessary
were the holding of two public hearings and making the decision
to place the matter on the ballot.
Motion: N. Hanko moved adoption of Resolution No. 76-4 , a
Resolution of the Board of Directors of the Midpen-
insula Regional Park District Initiating Proceedings
in Response to Petition for Proposed Annexation of
Territory in San Mateo County to Midpeninsula Regional
Park District, 1975, and in Response to Resolution of
the Local Agency Formation Commission of Santa Clara
County. B. Green seconded the motion.
Discussion: Ms . Lennie Roberts, 339 La Cuesta, Ladera,
a member of the Citizens Committee for Annexation,
said she would like to know the format for the public
hearing when it is decided upon. The motion passed
unanimously.
III . EXECUTIVE SESSION
The Board recessed to Executive Session at 7 : 53 P.M. to discuss
land negotiations.
IV. ADJOURNMENT
The Board reconvened to adjourn at 8 : 16 P .M.
