® Public Hearing
November 4, 1991
The City of Greencastle conducted a public hearing on Monday, November 4,
1991 at 4:30 p.m. at the GTE building. Present for the proceedings were: Mayor
Harmless, Clerk - Treasurer Berry, Councilor Sedlack, Councilor Murray, Councilor
Rokicki, Charles Chandler, Tim Clark, Charles Miles, Charlie Cooper, Joyce Heeke, John
Wood, Jo VanDerSnick, Carole Penturf. The purpose of the hearing was to receive
comments and questions concerning application to the Indiana Housing Finance
Authority for a grant in the amount of $229,280.00 to acquire and rehabilitate sixteen
rental houses for low income families and to provide down payment /closing costs
assistance monies for low income home ownership in conjunction with Opportunity
Housing and the Greencastle Housing Task Force.
Mr. Chandler explained that the pre - application originally requested an amount
of $129,280.00 for Opportunity Housing to rehabilitate sixteen homes for rental to low
income families. The second preapplication added an additional $100,000.00 for the
Greencastle Housing Task Force down payment /closing costs assistance program. The
total grant request thereby being $229,280.00 with a local match of $22,928.00.
Ms. VanDcrSnick discussed the target group for down payment /closing costs
assistance to be first time home buyers at 80% of median income for our area. She also
indicated that the grant would be assisting 38 families with a maximum amount of
$2,500.00 of assistance per family. She further indicated that the Greencastle Housing
Task Force First Time Home Buyer Workshops have been well received.
In response to questions from Councilors Murray, Sedlack and Rokicki, Mr.
® Chandler noted that the application deadline is November 17 with a December 19 award
date, that Opportunity Housing would own and rent the sixteen units adding that a
Federal Home Loan Grant will be providing the greatest portion of funds for the rehab
project; and that Opportunity Housing would enter into contracts for the refurbish.
Councilor Murray asked for suggestions in providing the local match funds.
Mayor Harmless indicated that interest earned on the Industrial Development Fund or
CDBG Program Income were possibilities and that discussion of the options would occur
prior to the next public hearing.
Councilor Rokicki asked if the program would have an affect on private
apartment owners. Mr. Chandler explained that there are fewer than 18 three bedroom
rental units available in Greencastle and there is a waiting list of over 100 families. Mr.
Chandler further explained that the grant would be from Community Development
Block Grant monies through the Indiana Housing Finance Authority targeting housing
needs for small communities. Mayor Harmless added that although this involves
Community Block Grant Funds, it is not in competition with other CDBG grant
programs.
Mayor Harmless announced the second public hearing to be Tues ay, November
12, 1991 at 4:30 p.m. at the GTE building. The hearing was adjo me at 5:00 p.m.
