AN ORDINANCE:

ADOPTED February_ 23, 2005
AMENDING THE TOWN CODE SECTIONS 2.1-2 (a) and 2-87 TO
ALLOW FOR THE CREATION OF AN ADDITIONAL POSITION ON
THE TOWN OF LEESBURG AIRPORT COMMISSION THAT
WOULD BE RESERVED FOR A MEMBER OF THE LOUDOUN
COUNTY BOARD OF SUPERVISORS.
WHEREAS, the Town Council recognizes the important role of the Leesburg Executive
Airport in the overall economic viability of Loudoun County and the Town of Leesburg; and
WHEREAS, the Town Council desires to amend the Town Code, Sections 2.1-2(a) and 2-
87, to provide membership on the Town of Leesburg Airport Commission for a member of the
Loudoun County Board of Supervisors to represent the Board in regards to Leesburg Executive
Airport; and
WHEREAS, the position on the Airport Commission reserved for the Loudoun County
Board of Supervisors would be a non-voting one, similar to that of the Councilmanic representative
appointed by the Town Council; and
WHEREAS, the Director of the Airport and the members of the Airport Commission
recommend that this additional position on the commission be created for a member from the
Loudoun County Board of Supervisors.
THEREFORE, ORDAINED by the Council of the Town Leesburg in Virginia as follows:
SECTION I. The Leesburg Town Code is hereby amended as follows:
Section 2.1-2. Airport Commission Created.
(a) The Leesburg Airport Commission is hereby established. The commission shall
consist of eight seven members who shall be residents of the town and be appointed
by the Town Council. One additional position shall be reserved for a member of the
Loudoun County Board of Supervisors. An appointment to fill a vacancy shall be
for the unexpired term. The Council shall also appoint one of its members to the
commission who shall be a non-voting member of the commission and whose term

~ council member. The Loudoun County Board of Supervisors may appoint
one of its members.to the commission who shall be a non-voting member of the
commission and whose service on the commission shall correspond to his/her
official tenure as a board member, but shall be for no longer than two (2) years.
The appointed Board representative may desi..enate an alternate Board member to
attend commission meetings on his/her behalf. Three member:' te~wna ska!! expire
~ reMembers shall serve two-year terms. The Loudoun County Board
member representative shall serve a two-year term, consistent with the Town
Council appointed members.
Section 2-87.Airport Commission.
Compensation of members of the town airport commission, exclusive of the
councilmanic apPointment and the appointment by the Loudoun County Board of
Supervisors, after July 1, 1993, shall be $600.00 per annum, payable in equal monthly
installments.
SECTION II. All prior ordinances in conflict herewith are hereby repealed,
SECTION III. Severability. If a court of competent jurisdiction declares any provision of
this ordinance invalid, the decision shall not affect the validity of the ordinance as a whole or any
remaining provisions of the Town Code.
SECTION IV. This ordinance shall be in effect upon its passage.
