New Leesburg Water Tanks Now in Operation
Ribbon Cutting for Carr Tank 2 scheduled for
Tuesday, August 10, 2010 at 6:30 p.m.
Leesburg, VA (August 4, 2010) – This summer, the
Town of Leesburg’s Utilities Department brought two
new water tanks into operation. In June, the Sycolin
Tank, located on land leased from Loudoun County
near the Park & Ride lot on Sycolin Road, was brought
into service. In July, the second Carr Tank, located near
the intersection of Fort Evans Road and Battlefield
Parkway, became operational. On Tuesday, August 10,
2010, at 6:30 p.m., members of the Town Council and
staff will celebrate the completion of both new water
tanks with a ribbon cutting ceremony at Carr Tank 2.
Both water tanks have been included in the
Town’s Utilities Master Plan since 1987,
although not with specific locations. The
Sycolin Tank holds 1.5 million gallons and
serves the entire Sycolin Pressure Zone,
which includes the service area south of the
Route 15 Bypass between Cochran Mill Road
and the Dulles Greenway. Construction of
the Sycolin Tank totaled approximately $3.4
million. The second Carr Tank, located on
land proffered by Uniwest Construction as
part of the Special Exception for the Fort
Evans Plaza II shopping center, also holds 1.5

million gallons. Carr Tank 2 serves the Main Pressure Zone, which encompasses the service
area north of Market Street, and augments the Sycolin and Western Pressure Zones.
Construction of Carr Tank 2 cost approximately $3.2 million.
“With the completion of these two tanks, we have doubled our storage capacity,” explained
Randy Shoemaker, Leesburg’s Director of Utilities. “The additional capacity stabilizes the entire
system, improving reliability and providing consistent water pressure to our customers.”
Immediately upon completion of Carr Tank 2, the Town has undertaken additional
improvements to the water storage system with the refurbishment of the Hogback Mountain
Tank. In mid July, the Hogback Mountain Tank was taken out of service and is currently being
recoated inside and out. While the Hogback Mountain Tank is offline, in order to provide
consistent water pressure to customers in the Western Pressure Zone, the booster station on
Route 15 will run continuously. As a precaution, the Utilities Department installed a temporary
water line across the Oaklawn development that can provide service from the Sycolin Pressure
Zone to the Western Pressure Zone in an emergency. The Hogback Mountain Tank is expected
to return in service in early September. Cost of the tank recoating will be approximately
$850,000.
“Completion of these projects represents the Town’s on-going commitment to a dependable,
quality utility system for our customers,” said Leesburg Town Manager John Wells.
