HomeMy Public PortalAbout2006_05_09_O009 The Town of Leesburg, Virginia PRESENTED May 9, 2006 ORDINANCE 2006-0-9 ADOPTED May 9, 2006 AN ORDINANCE: TO AMEND CHAPTER 2 (ADMINISTRATION) OF THE CODE OF THE TOWN OF LEESBURG, VIRGINIA, 1976, AS AMENDED BY ADDING A NEW ARTICLE XII (COMMISSION ON PUBLIC ART). THEREFORE, ORDAINED by the Council ofthe Town of Leesburg in Virginia as follows: SECTION I. That Chapter 2 (ADMINISTRATION) of the Code of the Town of Leesburg, Virginia, 1976, as amended, be an the same hereby is amended by adding a new Article XII (COMMISSION ON PUBLIC ART) to read as follows: Article XII. Commission on Public Art. Section 2-100 Public Art Commission created. (a) There is hereby established a standing commission known as the Leesburg Commission on Public Art. (b) The commission shall consist of seven (7) voting members to be appointed by the Town Council. The composition of the commission shall be as follows: (1) Members may have expertise or interest in the arts. (2) Members shall represent the public at large. (3) Members shall represent arts, educational or business expertise relative to arts and cultural development, including such perspectives as marketing, finance/funding, tourism promotion and organizational development. -2- AN ORDINANCE: TO AMEND CHAPTER 2 (ADMINISTRATION) OF THE CODE OF THE TOWN OF LEESBURG, VIRGINIA, 1976 AS AMENDED BY ADDING A NEW ARTICLE XII (COMMISSION ON PUBLIC ART) (c) Members of the commission shall serve for a term in conjunction with Council Members appointment and limited to two consecutive terms. (d) A commission chair, vice-chair and secretary shall be elected annually by the commission members at the organizational meeting designated in the commission's bylaws. (e) The commission shall hold at least 10 regular meetings each year, and as many special meetings as the commission may deem advisable. (f) The commission is empowered to recommend rules and regulations in regard to procedure and other matter so long as the same are not inconsistent with the Town code, including, but not limited to, the establishment of committees through which to carry on its functions and purpose. Section 2-101 Duties. (a) The Leesburg Public Art Commission shall have the following duties: (1) to support the development of a public art program and the expansion of public access to and participation in the arts, in Leesburg (2) to served as an advisory body for the public art in Leesburg (3) to advise the Town Council concerning appropriate polices that will strengthen the arts and further public access to the public art with the ultimate approval of a public art project resting with the Town Council of Leesburg. -3- AN ORDINANCE: TO AMEND CHAPTER 2 (ADMINISTRA nON) OF THE CODE OF THE TOWN OF LEESBURG, VIRGINIA, 1976 AS AMENDED BY ADDING A NEW ARTICLE XII (COMMISSION ON PUBLIC ART) (4) Administration of all activities concerning public art which are not conducted as part of a regularly scheduled Town program, including: (i) to recommend and periodically review criteria and standards for grant applications for Town funds and accountability for the use of such funds, and (ii) to recommend allocation to particular arts activities from such funds as may be appropriated from time to time by the Town Council for such purpose; (5) to seek national, state and private support on behalf of the arts in Leesburg, and SECTION II. This Ordinance shall become effective upon the date and at the time of its final passage. SECTION III. If any provision ofthis ordinance is declared invalid, the decision shall not affect the validity of the ordinance as a whole or any remaining provisions of the ordinance.
