AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING A GRANT FROM THE MID-
MISSOURI SOLID WASTE MANAGEMENT DISTRICT, AND AMENDING THE 2014-2015 BUDGET BY
APPROPRIATING THE FUNDS TO IMPLEMENT THE GRANT.
WHEREAS, the City of Jefferson has been awarded a grant from the Mid-Missouri Solid Waste
Management District to assist with purchasing a used loader and four (4) specialty tires for
use in the glass recycling program; and
WHEREAS, the grant requires a 25% match of the $84,830.00 awarded the City for a total of
$21,207.50; and
WHEREAS, the grant received will be $63,622.50; and
WHEREAS, Resolution RS 2014-24 authorized the City of Jefferson to apply for said grant.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. There is hereby supplementally appropriated funds within the General Fund as
indicated on Exhibit A, attached hereto.
Section 2. The City Administrator is authorized to execute the necessary agreements with the
Mid-Missouri Solid Waste Management District and Missouri Department of Natural Resources to fulfill
the grant requirements.
Section 3. This Ordinance shall be in full force and effect from and after the date of its passage

Re: Grant Acceptance Over $2,000
Pursuant to Section 2-74 of the City Code, I request authority to accept the following Grant:
The name of the grantor: Mid-Missouri Solid Waste Management District
The amount of the grant: $63,622.50
The purpose of the grant: Purchase a loader and solid tires for the glass recycling
program. The loader is necessary to move glass into a
truck for transportation to a glass recycling facility.
Any matching requirements or future Local match required from the City is $21,207.50 (25%).
obligations tied to acceptance of the grant: The loader will be dedicated equipment for the glass
recycling program. The In accepting the grant, the City
agrees to keep the program in operation for at least 5 years
after the grant ends in 2017.
***The funds for this purchase will come from the
General Fund fund balance by wav of supplemental
appropriation (see attached Exhibit A)

Re: FY2015 District Grant Application
Dear Ms. Henry:
Congratulations! Your grant entitled°Supporting Local Glass Recycling Program"has been
approved for funding by the Mid-Missouri Solid Waste Management District(MMSWMD). At
their March 11, 2015 meeting,the MMSWMD Executive Board approved funding $63,622.50
for this grant project; your match will be $21,207.50.

On May 7, 2015, the Missouri Department of Natural Resources formally approved this
project. Before the award can be secured, however, you will be required to sign a Financial
Assistance Agreement(FM)with MMSWMD to establish the formal terms and conditions of
the grant award. Once the FAA has been fully executed by the City of Jefferson and
MMSWMD, you can begin your project. Any purchases or matching expenses incurred
before the start date will not be reimbursed or credited toward the grant.
You are in possession of two (2) copies of the FM that have already been signed by our
Executive Board. Once you are able to obtain the signature of City Administrator, Steve
Crowell, please return one copy of the FAA to MMSWMD.
