AN ORDINANCE OF THE CITY COMMISSION OF THE
CITY OF OPA- LOCKA, FLORIDA, ADOPTING A
FINAL MILLAGE RATE PURSUANT TO SECTION
200.065, FLORIDA STATUTES, FOR FISCAL YEAR
2018-2019, COMMENCING OCTOBER 1, 2018
THROUGH SEPTEMBER 30, 2019; SETTING FORTH
PUBLIC HEARING DATES; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR
REPEAL OF ALL PRIOR ORDINANCES IN CONFLICT;
PROVIDING FOR SEVERABILITY; PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, on July 25, 2018, the City Commission of the City of Opa-locka,
Florida ("City Commission") adopted Resolution No. 18-9515, setting the tentative
millage rate of 10.000, after further review of the budget desire to set a millage rate of
9.8000 for Fiscal Year 2018-2019, commencing October 1, 2018 and ending September
30, 2019, and scheduled public hearings on September 12, 2018 and September 26, 2018;
and
WHEREAS, in order to ensure broad notice and allow for public input, public
hearings were noticed and set for September 12, 2018 and September 26,2018; and
WHEREAS,the Miami-Dade County Property Appraiser has determined the non-
exempt net aggregate value of taxable property (real, personal, and centrally assessed
properties), in the City of Opa-locka for the Fiscal Year 2018-2019 to be $887,432,725;
and
WHEREAS, public hearings on August 15, 2018, August 21, 2018, August 29,
2018 and September 4, 2018 allowed for public comment on and consideration by the
City Commission of the proposed millage rate; and
WHEREAS, the public and all interested parties have the opportunity to address
their comments to the City Commission regarding the millage rate; and
WHEREAS, having considered the comments of the public regarding the
millage rate, the City Commission of the City of Opa-locka desires to adopt a final
millage rate for Fiscal Year 2018-2019.

NOW THEREFORE, THE COMMISSION OF THE CITY OF OPA-
LOCKA HEREBY ORDAINS:
SECTION 1. RECITALS
The recitals to the preamble herein are incorporated by reference.
SECTION 2. ADOPTION
The City Commission of the City of Opa-locka hereby adopts and establishes the
millage rate of the City of Opa-locka for Fiscal Year 2018-2019, commencing
October 1, 2018 through September 30, 2019, at 9.8000 mills, which is $9.80 per
$1,000.00 of assessed property value within the City of Opa-locka. This represents a
12.96% increase of the rolled-back rate of 8.6755 mills, which is $8.68 per $1,000 of
assessed property value within the City of Opa-locka.
SECTION 3. PUBLIC HEARINGS
Public hearings are to be held by the Commission on September 12, 2018 and
September 26,2018.
SECTION 4. TRANSMITTAL
The City Clerk of the City of Opa-locka is hereby directed to transmit a certified
copy of this Ordinance to the Miami-Dade County Property Appraiser and the Tax
Collector of Miami-Dade County.
SECTION 5. CODIFICATION.
It is hereby the intention of the Commission of the City of Opa-locka and it is hereby
provided that the provisions of this Ordinance may become and be made a part of the
Code of Opa-locka, Florida.
SECTION 6. SCRIVENER'S ERRORS.
Sections of this Ordinance may be renumbered or re-lettered and corrections of
typographical errors which do not affect the intent may be authorized by the City
Manager, or the City Manager's designee, without need of public hearing, by filing a
corrected or re-codified copy of same with the City Clerk.
SECTION 7. CONFLICT.
Any provision of any City of Opa-locka ordinance or regulation which is in conflict
with the provisions of this Ordinance is repealed prospectively to the extent of such
conflict.
SECTION 8. LIBERAL CONSTRUCTION.
The terms and provisions of this Ordinance shall be liberally construed to affect the
purpose for which it is adopted.

SECTION 9. SEVERABILITY.
If any portion of this Ordinance is for any reason held or declared to be
unconstitutional, invalid or void, such holding shall not affect the remaining portions
of this Ordinance. If this Ordinance shall be held to be inapplicable to any person,
property or circumstances, such holding shall not affect the applicability of this
Ordinance to any other person,property or circumstances.
SECTION 10. EFFECTIVE DATE.
This Ordinance shall take effect upon the adoption of this Ordinance by the Commission
of the City of Opa-locka and upon a filing of a certified copy hereof with the Florida
Department of State and is subject to the approval of the Governor or Governor's
Designee.
This ordinance was moved for adoption by Vice Mayor Kelley. The motion was seconded by
Commissioner Pigatt, and upon being put to a vote, the motion passed by a 4-1 vote:
