PLANNING AND ZONING COMMISSION MINUTES
WEDNESDAY, MAY 2, 2012 6:30 PM
Springmier Community Library at CCA Middle School
The Tiffin Planning & Zoning Commission met in regular session on Wednesday, May 2, 2012 at the
Springmier Community Library. Chairperson Kate Fitzgerald called the meeting to order at 6:33 p.m.
Members present: Melvin Reeve, Shawna Colvin and Stephanie Surine. ,Absent: Jim Schmidt. Also
present: Mayor Berner, Michon Jackson, Jim Bartels and Chris Ball. `
Motion from Colvin and second by Surine to approve the agenda.,Carried unanimously.

Motion from Surine and seconded by Reeve to approve the,minutes of Ap I4, 2012 meeting. Carried
unanimously.

Noise in Commercial Zones
No reply received from attorney Greenleaf. Colvin stated t at there needs to be a decibel"level, and if
so, how is it accountable. Discussion on how to enforce the noiseevels: Colvin stated•that we need
an ordinance where the city can send a letter regarding the hoisellevel and complaints as a warning.
Commission entertained the possibility of modeling the ordinance after Coralville or North Liberty.
Currently, there is a noise ordinance for industrial only within the city limits. ,

Review City's Subdivision Ordinance �'`
No reply received from attorney Greenleaf. Parks and open ace requirements edits are not
included in the subdivision ordinance yet and should,be added: Discussion of adding a mailboxes
section. Will need to check with,the post office to make sure using'the correct info. Post Office does
not take care of clusterjrr ailboxes.\ Maintenance bond change form could be changed from two (2) to
five (5) or ten (10) years,rs, but that may'not be realistic for that time frame.

Shawna Colvin volunteered to chair andru?n the June meeting because Kathleen Fitzgerald will be ,
unavailable to attend the meeting.
Motion made by Colvin and seconded by Surine to adjourn the meeting at 7:19 p.m. Carried
