Call to order Chair Matt Hughes called the meeting to order at 5:36 p.m. Economic Development Planner Shannan Campbell called the roll and confirmed the presence of a quorum. 2. Agenda changes and approval There were no changes to the agenda. Motion: Member Dani Black moved to approve the agenda as it stood. Hughes seconded. Vote: 2-0. Ayes: Black and Hughes. Nays: None. 3. Minutes review and approval Minutes from regular meeting on Nov. 18, 2021 Motion: Black moved approval of the Nov. 18, 2021, minutes as submitted. Hughes seconded. Vote: 2-0. Ayes: Black and Hughes. Nays: None. 4. Action items A. FY22 Audit Work in FY21 1. Audit contract Campbell said this work would be starting earlier and a contract needs to be in place before engaging the vendor. A little more than $3,000 needs to be moved from fund balance into the Audit line item account. A budget amendment to transfer those funds would need to follow this vote. Motion: Black moved to approve the audit contract. Hughes seconded. Vote: 2-0. Ayes: Black and Hughes. Nays: None. 2. Budget amendment Motion: Black moved to approve the budget amendment related to the audit. Hughes seconded. Campbell called the roll for voting. Vote: 2-0. Ayes: Black and Hughes. Nays: None. B. Budget amendment Tourism Development Authority Minutes | 2 of 3 Campbell said occupancy tax revenue is down but not as low as projected. The projected revenue needs to be increased from $27,000 to $55,000. The account for 3% town holdback funds for administration is short. Also, it was found that town holdback for quarter four of FY20 was instead pulled from FY21, causing the budget amount to be short. The 3% holdback from $810.000 to $2,375.00, which is 3% plus and adjustment of $721.10 for the fourth quarter of FY20. Motion: Black moved to increase the occupancy tax revenue estimate to $55,000 and increase the town holdback to $2,375.00. Hughes seconded. Campbell called the roll for voting. Vote: 2-0. Ayes: Black and Hughes. Nays: None. 5. Discussion items A. FY22 draft budget preview Campbell noted that she had increased the occupancy tax revenue projections to $60,000 and added $3,400 for training and conferences back in with the assumption that these may be able to be attended in spring FY22. The board discussed keeping the mobile stage project in the budget versus returning the $40,000 to the General Fund. Members decided to keep the $40,000 for the stage in the FY22 budget. B. Mural project update The owner of The News of Orange building owners have signed the contract for a mural to be painted on the side. RFQ is still being worked out to get it ready to go out. 6. Monthly reports A. Staff report and occupancy tax revenues reports No oral report was given. B. Board comments Black expressed interest in learning more about the North Carolina Department of Commerce’s NC Main Street and Rural Planning Center. She indicated that she had met someone who lives in town who is affiliated with the program and could get more information from that person. 7. Adjournment Motion: Black moved to adjourn the meeting at 6:01 p.m. Hughes seconded. Vote: 2-0. Ayes: Black and Hughes. Nays: None.
