The work to be done under Contract #21758 consists of the construction of approximately 5,928 lineal feet of sanitary
sewers varying in size from 15-inches to 30-inches in diameter and appurtenances. The purpose of this project is to reduce
inflow/infiltration (I/I) in the University City watershed, reduce building backups, and relieve overcharged sanitary sewers.
This project will provide for the elimination of one (1) constructed SSO (BP-421) during construction of the project. This
project will facilitate future elimination of one (1) wet weather pump station (P-790) and four (4) constructed SSOs (BP-416,
BP-417, BP-433 & BP-476) after construction of the Lindley Drive Sanitary Relief (I-170 to Ashmont Dr) (UR-07) (12329)
project. This project is scheduled to be completed in February 2021.

Fund Name: #6660 – Sanitary Replacement Fund
Additional Comments: This supplemental appropriation is necessary due to the additional depth of the redesigned sewer,
which led to tunneling in rock and mixed soil conditions and additional utility investigation. The additional funds allow for
the change in tunneling equipment necessary for the changed conditions and additional costs to excavate the tunnel shafts.
Additional funds will also allow for utility locating after previously unidentified gas and fiber optic services were not marked
by Missouri One Call but found by the Contractor. Staff is requesting introduction and adoption at the February 11, 2021
Board Meeting to be able to complete the tunneling and restore Olive Boulevard. This supplemental request will bring the
total appropriation for this project to $10,650,000.00. This project is expected to be funded by Bond proceeds.

The work done under the emergency Contract #21988 will include temporary and permanent relocation of the electrical and
communication services and repair of pipe failure. The pipe failure is directly below the electrical structure and
approximately fifteen feet deep. When the electrical is secured, the excavation will begin to determine the extent of the pipe
failure and complete the pipe repair. Based upon recommendation from staff, the Executive Director declared this project
an emergency on October 26, 2020. The contractor, KCI Construction Company, Inc. was selected per MSD Emergency
Declaration Policy. The repair has started and with this supplemental appropriation is expected to be complete before May
2021.

This ordinance authorizes the staff to proceed with further condemnation efforts including the filing of all necessary court
pleadings or documents leading to the acquisition of permanent easements and temporary construction easements on two
(2) parcels of ground located in the City of St. Louis, Missouri. The easements and temporary construction easements are
needed to construct this project, which consists of the construction of approximately 1,700 lineal feet of 12-inch to 30-inch
combined sewer. The purpose of this project is to alleviate wet weather building backups and overland flooding due to wet
weather surcharging of the combined sewer. Currently, the District has been unable to negotiate a settlement with the
owners.

The work to be done under Contract #22028 consists of the construction of approximately 45 lineal feet of 12-inch diameter
combined sewer pipe, approximately 10 lineal feet of 24-inch combined sewer pipe, replacement of storm pipe, rehabilitation
or replacement of brick manhole, and pavement repair. The repair is approximately 30 feet deep. The existing VCP pipes
collapsed due to soil erosion and deterioration of the pipe, which led to a sink hole on Idaho Avenue. District staff declared
this project an emergency on February 5, 2021. The contractor, Unnerstall Contracting Co., has been selected per MSD
Emergency Declaration Policy. The repair has started and is expected to be complete before February 20, 2021.
