HomeMy Public PortalAboutMinutes-12/05/2012 CITY OF TIFFIN, IOWA PLANNING AND ZONING COMMISSION WEDNESDAY, DECEMBER 5, 2012 6:30 PM SPRINGMIER LIBRARY IN CCA MIDDLE SCHOOL, TIFFIN IOWA The Tiffin Planning and Zoning Commission met in regular session on Wednesday, December 5th, 2012 at the Springmier Library. Chairperson Kate Fitzgerald called the meeting to order at 6:32 PM Members present: Shawna Colvin, Kate Fitzgerald, Luther Parker, Melvin Reeve and Stephanie Surine Members absent: None Also present: Administrator Jackson, Deputy Clerk Goedken, Mayor Burner, and Council Person Phillips Motion by Colvin to approve the agenda with addition of car sales for M-2 in New Business Seconded by Reeve Ayes: Colvin, Fitzgerald, Parker, Reeve Motion Carried Motion by Reeve to approve the minutes from November 7th meeting Seconded by Colvin Ayes: Colvin, Fitzgerald, Parker, Reeve Motion Carried Motion by Colvin to approve the minutes from November 14th meeting Seconded by Reeve' Ayes: Colvin, Fitzgerald, Parker, Reeve Motion Carried Surine present at 6:34 Unfinished Business Willow Ridge Re-Zoning Request: Fitzgerald said that this is actual request the prior was a concept plan. Surine asked difference between this request and concept plan: Duane from MMS stated that Portions of R-2 going to R-4, R-4 going to R-8 and portion of R-4 going°to R-2. The plan includes Lilac being offset and ready for future expansion. Croell is developed as an arterial to Hwy 6. Re-zoning carries density from west and flows from commercial to higher density to lowest density. Motion by Surine to approve Seconded by Fitzgerald Ayes: Colvin, Fitzgerald, Parker, Surine Nays: None Abstain: Reeve Motion Carried R & A Condominiums — Final Plat: Engineer report: Lilac extended to the West, concern about adopting city standards and driveways to the North. Reeve asked will Lilac extension have curb and gutter and sidewalk on both sides. Duane responded that PAD only had sidewalk on one side, but full curb and gutter. Duane stated needs to go out to do,topography before doing building plans. Final plat of lot needed for sale before the removal of trees and brush to'be able to do topography. Will add lot 5 access easement or create outlot and convey to them, so have access off Lilac. Motion by Colvin to approve final plat with engineer's recommendations Seconded by Surine Ayes: All Nays: None Motion Carried Light Ordinance: Goedken spoke with the City Engineer and was told that any decision made on lighting should be in accordance to the Statewide Urban Design and Specifications (SUDAS). The comments on changing the measurements of Foot Candles to Lumens were that the two are different measurements and that the'building standards and SUDAS both use Lumens. Goedken spoke with Alliant Energy about records of purchasing and/or renting streetlights for the City. Records showed a work order for 25 lights installed in 2007 and Alliant was looking further into what kind of light and their availability: Goedken spoke with Linn Co REC about records of streetlights installed for the City. In February 2010; there were 3 lights installed at the Villages of Tiffin. They are 35' Cobra Head steel poles and still available. There are also 250W lights on wood poles on in the industrial park; also available. Contact Wayne Ross provided pictures of two residential style lights available, waiting on additional information on specifications. Fitzgerald said that wants lights that are directed down to ground. Reeve agreed with Fitzgerald and wants the light focused to the ground. Fitzgerald says would like to change section 8 of lighting from watts to lumens and the type of light to include "directional light." Surine wants to know if instead of using tables can there be a statement that lighting be"in accordance to SUDAS? Motion by Surine to amend lighting section to remove tables for specifications to statement that lighting be in accordance to SUDAS Seconded by Reeve Fitzgerald suggests finding out what SUDAS states as far as lighting goes before going to vote on motion. Surine withdraws motion Goedken to get specifications on directional lights from companies Motion by Colvin to table Seconded by Surine Ayes: All Nays: None • Motion Carried New Business Fitzgerald: A person wants to sell cars in industrial park. M-1 allows sales, M-2 does not; M-1 is supposedly more restrictive than M-2 but M-2 does not allow everything that is M-1. Surine, if change M-2 to allow sales, do we have a problem with a car dealership opening. Jackson said that Attorney states we can even limit it in the wording to antique cars. Surine wants to say "indoor storage/sales." Jackson explains that it is primarily for storage, will not have dealer license. The person wants to be able to sell from premises if someone makes offer while looking. Not going to be advertising sales. ., Motion by Fitzgerald to amend M-2 wholesale uses to include indoor auto storage and sales Second by Surine Ayes: All Nays: None Motion Carried Colvin asked if Council acted on storm water management. Jackson said yes and agreed by Fitzgerald. P&Z committee wants copies of Council Minutes and Agendas.
