Present: Chair Matt Hughes, Dani Black and Kim Tesoro
Staff: Economic Development Planner Shannan Campbell
1. Call to order
Chair and Commissioner Matt Hughes called the meeting to order at 5:33 p.m. Economic Development
Planner Shannan Campbell confirmed the presence of a quorum.
2. Agenda changes and approval
Motion: Member Dani Black moved to approve the agenda as presented. Member Kim Tesoro seconded.
Vote: 3-0. Ayes: Black, Hughes and Tesoro. Nays: None.
3. Minutes review and approval
Minutes from regular meeting on Feb. 17, 2021
Motion: Black moved approval of the Feb. 17, 2021, minutes as submitted. Hughes seconded.
Vote: 3-0. Ayes: Black, Hughes and Tesoro. Nays: None
4. Action items
A. Special projects budget amendment
1. Increase in project budget for mural on The News of Orange County building
Campbell said the increase would cover painting the entire wall, including the addition in the rear and is based
on a more accurate in person vs GIS measurement. She said there was a desire for the entire wall to be
painted, including the addition. The addition has a different exterior material and different roofline. She had
first measured the wall on aerial images and slightly underestimated the size. To avoid underpaying an artist,
she proposes changes the amount offered from $4,600 to $6,000.
Motion: Black moved to approve the budget amendment. Tesoro seconded.
Campbell called the roll for voting.
Vote: 3-0. Ayes: Black, Hughes and Tesoro. Nays: None.
2. Orange County Arts Commission partnership
Campbell reported that Katie Murray, director of the Orange County Arts Commission, had suggested
selecting three finalists for the mural project and paying them a stipend to create a design. The Orange
County Arts Commission would pay the stipend.

Motion: Tesoro moved to add the Orange County Arts Commission as a partner. Hughes seconded.
Campbell called the roll for voting.
Vote: 3-0. Ayes: Black, Hughes and Tesoro. Nays: None.
B. Budget amendments
Campbell explained the projection for occupancy tax revenue needed to be increased, which affected the
amount of money that needed to be held back by the town per a set formula.
The members of the authority expressed interest in setting some goals for the Tourism Development
Authority’s budget at a future planning meeting in May. They asked Campbell to send out a doodle poll to set
a date and time.
Motion: Tesoro moved to approve the budget amendment. Black seconded.
Campbell called the roll for voting.
Vote: 3-0. Ayes: Black, Hughes and Tesoro. Nays: None.
5. Monthly reports
A. Staff report and occupancy tax revenues reports
Campbell said February revenue was down from last year but still strong compared to some of our neighbors.
She has reached out to Curtis Media for advertising package information. She likes the idea of strategic
planning for FY22.
B. Board comments
Staff asked Campbell to coordinate a date and time that would work for a longer May meeting.
6. Adjournment
Tesoro moved to adjourn the meeting at 6:10 p.m. Black seconded.
Vote: 3-0. Ayes: Black, Hughes and Tesoro. Nays: None.
