AN ORDINANCE:
TO AMEND CHAPTER 2 (ADMINISTRATION) OF THE CODE OF THE
TOWN OF LEESBURG, VIRGINIA, 1976, AS AMENDED BY ADDING A
NEW ARTICLE XIII (UTILITY RATE ADVISORY COMMITTEE).
The Council of the Town of Leesburg in Virginia hereby ordains:
SECTION I. That Chapter 2 (ADMINISTRATION) of the Code of the Town of Leesburg,
Virginia, 1976, as amended, be and the same hereby is amended by adding a new Article XIII
(UTILITY RA TE ADVISORY COMMITTEE) to read as follows:
Section 2-1020 Utility Rate Advisory Committee created.
(a) There is hereby established a standing committee known as the Leesburg
Utility Rate Advisory Committee.
(b) The Committee shall consist of nine (9) voting members to be appointed by
the Town Council. The composition of the Committee shall be as follows:
(1) Members shall have expertise or an interest in utilities.
(2) Seven (7) Members shall be Town residents.
(3) Two (2) Members shall reside outside ofthe Town limits and shall be
customers of the Town water and/or sewer services.
(c) Town resident Members of the Committee shall serve for a term in
conjunction with the nominating Council Member's appointment and are limited to two
consecutive terms.
(d) Out of Town Members shall be appointed for a two year term and are
limited to two consecutive terms.
(e) A Committee chair, vice-chair and secretary shall be elected annually by
the Committee members at the organizational meeting designated in the Committee's bylaws.
(f) The Committee shall hold as many meetings as the Committee may deem
advisable in order to carry out its duties.

AN ORDINANCE: TO AMEND CHAPTER 2 (ADMINISTRATION) OF THE CODE OF THE
TOWN OF LEESBURG, VIRGINIA, 1976, AS AMENDED BY ADDING A
NEW ARTICLE XIII (UTILITY RATE ADVISORY COMMITTEE)
(g) The Committee is empowered to recommend rules and regulations in
regard to procedure and other matters so long as the same are not inconsistent with the Town
code, including, but not limited to, the establishment of subcommittees through which to
carry on its functions and purpose.
Section 2-101 Duties.
(a) The Utility Rate Advisory Committee shall have the following duties:
(1) to complete an initial review of the Town's utility rates with a goal of
completion no later than October 31, 2007.
(2) to annually review the relevant information provided by staff
necessary for the establishment of utility rates.
(3) to make recommendations to Town Council on utility rates no later
than January 31 of each year.
SECTION II. This Ordinance shall become effective upon the date and at the time of its final
passage.
SECTION III. If any provision of this ordinance is declared invalid, the decision shall not
affect the validity of the ordinance as a whole or any remaining provisions of the ordinance.
