Members present: Steve Berner, Stephanie Surine, Terry Richardson, Shawna Colvin and Melvin Reeve. Also present: Mark Petersen, Ruth Demuth,Karin Dils, Jim Bartels, Gary Kee. Absent: None. Minutes for November and January will be reviewed at the February meeting of the Planning and Zoning. No meeting during December. Shawna Colvin and Karin Dils have worked on a proposed pedestrian sidewalk/trail plan for the City. Members reviewed the trail map. PZ request some change in legend for plan and extend 10 foot sidewalk south on Jasper Ave. Additions recommended. Motion Colvin, second Richardson to recommend approval of the city trailing/sidewalk plan with recommendations as noted to the city council. Ayes: Colvin, Berner, Reeve, Richardson, and Surine. Motion carried. Members discussed a standard design revision to provide for black fiber glass or metal street lights as are used in current subdivisions for use in all subdivisions to provide continuity of appearance across the city. Town & Country for Alliant Energy and a similar pole from REC. Agreed that standard should be city wide and any upgrade from this requirement must meet Planning and Zoning and City Council review and approval. Motion Surine, second Richardson to recommend thai a city wide standard for street lights include the 18 721 foot black pole as is currently in use in Songbird and Rolling Hills Subdivision, and that any upgrade from these requirements must be reviewed and approved by the Planning and Zoning and City Council of the City of Tiffin. Ayes: Richardson, Surine, Colvin, Berner and Reeve. Motion carried. Dils explained that Public Works and the Fire Department have requested an alteration in cul-de-sac standards. The fire department has suggested that all cul-de-sac design matching those in place on Pond's Court a 50 foot radius on the bulb and 31 foot paved street way up to the bulb of the cul-de-sac. Members also agreed that islands should not be permitted in any cul-de-sac. Petersen said islands don't seem to work well anywhere. Motion Richardson, Second Reeve to recommend to the city council that design standards revision to 5.06, 5.05 and Table 5.1 of Section 5 as noted be revised to include 31 paved roadway on all city streets to accommodate parking on one side of any public street,to include 50 foot wide radius paving, and increasing cul-de-sace right—of-ways In residential and industrial zones. Cul-de-sac design with 31 foot paved approach to any cul-de-sac, and that no island is to be included in anycul-de-sac design. Ayes: Colvin, Surine, Richardson,Berner and Reeve. Motion carried. The revised preliminary platting submitted with incomplete documentation from Deer View Subdivision has been taken off the agenda. Jack B, representative for Deer.View Subdivision from Hart Frederick Consultants said the request is being withdrawn. Tiffin Planning and Zoning Commission January 3, 2007 Information received from Dean Beranek of Hart Frederick Consultants that Regency Homes—High Development has also been removed from the Planning and Zoning agenda and they have requested that a draft of a propose Subdivider's Agreement be placed on the city council agenda set for January loth prior to submittal to the PZ. No draft has been received by the city at this date. Clerk Reihman reported that the school library is soliciting suggestions on use of the current high school library as a middle school and public library. Demuth said she had attended the school board meeting where it was announced that the high school library would be positioned on the second floor of the new building. Colvin said the current • building provides for public access in a separate entry. Petersen requested information on blocking of sidewalks in the city. People are filling garages with supplies, and objects and then parking across sidewalks when driveways are of insufficient length. Petersen is concerned about school children stepping into the street way to get around these vehicles and the safety. Motion Berner, second Reeve to study if the city has rules on blocking of sidewalks and , to ask council to consider this at their next meeting if this does not exist. Ayes: Richardson, Surine, Reeve, Berner and Colvin. Motion carried. Motin Richardson, second Surine to adjourn. Motion carried 7:15 p.m. •
