HomeMy Public PortalAbout2008_03_12_O007 - Meter Zones and Parking Time Limits The Town of Leesburg, Virginia PRESENTED: March 11. 2008 ORDINANCE NO. 2008-0-7 ADOPTED: March 12. 2008 AN ORDINANCE: AMENDING SECTION 10-171 OF THE TOWN CODE REGARDING THE ESTABLISHMENT OF METER ZONES AND PARKING TIME LIMITS THEREIN WHEREAS, parking is an important component of the public infrastructure in Leesburg's Historic Downtown; and WHEREAS, changes to the number of metered parking spaces on North King Street between West Market and Cornwall were made in February 2008; and WHEREAS, a new commercial entrance on the west side of North King Street between #19 and #21 North King Street has been requested by Swan Investors to access the private parking lot in the rear yard of#19 North King Street; and WHEREAS, this is in a metered parking zone and Section 10-171 was amended to allow removal of two (2) metered parking spaces to allow the construction of the new commercial driveway entrance; WHEREAS, two (2) metered spaces in front of 17 and 19 North King Street and two (2) metered spaces in front of 23 and 27 North King Street will need to be removed to allow adequate sight distance for the commercial drivers between 19 and 21 North King Street. THEREFORE, ORDAINED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. Section 10-171 of the Leesburg Town Code is amended as shown below: Sec. 10-171. Parking meter zones with the following time limits for lawful parking are established as follows: -2- AN ORDINANCE: AMENDING SECTION 10-171 OF THE TOWN CODE REGARDING THE ESTABLISHMENT OF METER ZONES AND PARKING TIME LIMITS THEREIN (a) For six-hour parking at anyone time: (1) The west side of Harrison Street, between the driveway to the Market Square South condominiums and the W&OD Trail; and (2) The east side of Harrison Street, between the fire hydrant located approximately 380 feet south of the centerline of Royal Street and Depot Court. (b) For four-hour parking at anyone time: (1) The eleven spaces at the northern end of the municipal parking lot located at the south end of Liberty Street. (c) For two-hour parking at anyone time: (1) The south side of West Market Street, between the entrance to the Presbyterian Church parking lot and King Street, with the exception of the three spaces between Wirt Street and the entrance to the Town Hall Parking Garage which shall be 30 minutes at anyone time; (2) The two spaces on the east side of Wirt Street, immediately north of Market Street; (3) The west side of King Street, between North Street and Loudoun Street, with the exception of the space in front of 11 North King Street which shall be a loading zone; and the exception of two spaces between 19 and 21 North King Street to allow installation of a commercial driveway entrance; and the exception of two spaces between 17 and 19 North King Street which shall be a loading zone. and the exception of two spaces between 23 and 27 North King Street which shall be a loading zone; (4) The south side of East Market Street, between King Street and Church Street, with the exception of the two spaces in front of the post office which shall be 15 minutes at anyone time; (5) The north side of Loudoun Street, between Church Street and Wirt Street; (6) The west side of Harrison Street, between Loudoun Street and the driveway to the Market Square South condominiums; (7) The east side of Harrison Street, between Loudoun Street and the fire hydrant located approximately 380 feet south of the centerline of Royal -3- AN ORDINANCE: AMENDING SECTION 10-171 OF THE TOWN CODE REGARDING THE ESTABLISHMENT OF METER ZONES AND PARKING TIME LIMITS THEREIN Street, except the space in front of 306 Harrison Street which is not metered; and (8) The south side of Loudoun Street, between Harrison Street and East Market Street; and (9) The east side of King Street, between the driveway to 214 South King Street and a point 180 south of Royal Street. (d) For 30-minute parking at anyone time: (1) The east side of Wirt Street, between Loudoun Street and Market Street; (2) The south side of West Market Street, between Wirt Street and the entrance to the Town Hall Parking Garage; and (3) The east side of Harrison Street, between Loudoun Street and Market Street. SECTION II. All prior ordinances in conflict herewith are hereby repealed. SECTION III. Severability. If any provision of this ordinance is declared invalid by a court of competent jurisdiction, the decision shall not affect the validity of the ordinance as a whole or any remaining provisions of the ordinance.
