AN ORDINANCE: ADOPTING THE BUDGET FOR FISCAL YEAR 2009; MAKING
APPROPRIATIONS FOR THE GENERAL FUND, UTILITIES FUND,
AIRPORT FUND, AND CAPITAL PROJECTS FUND; AMENDING
THE TOWN CODE SETTING AIRPORT USER FEES; SETTING FEES
FOR AIRPORT HANGARS AND TIE-DOWNS; AND SETTING
CERTAIN FEES FOR THE IDA LEE RECREATION CENTER
BE IT ORDAINED by the Council of the Town of Leesburg, Virginia as follows:
SECTION I. The budget for the fiscal year beginning July 1, 2008; and ending June 30,
2009, is hereby adopted to include the adjusted totals in the categories and accounts of the
General Fund in the amount of $45,962,714; Utilities Fund in the amount of$25,512,633; Airport
Fund in the amount of $4,424,617; and Capital Projects Fund in the amount of $24,522,824.
SECTION II. The amounts reflected in the budget for the fiscal year beginning July 1,
2008 and ending June 30, 2009, are hereby appropriated to include the adjusted totals in the
categories and accounts to the General Fund in the amount of $45,962,714; Utilities Fund in the
amount of$25,512,633; Airport Fund in the amount of $4,424,617; and Capital Projects Fund in
the amount of $24,522,824.
SECTION III. Section 2.1-8 of the Town Code is amended as follows:
Any aircraft "based" at the Leesburg Municipal Executive Airport during any part of the
previous calendar year shall pay an annual airport user fee. The user fee shall be established by
multiplying the gross aircraft weight, as found in the Aircraft Bluebook, by $0.035 $.0385. Jet
aircraft shall pay a flat fee in accordance with their gross takeoff weight.
(1) $600.00 - 20,000 lbs. or less.

(2) $1,200.00 - Greater than 20,000 lbs. up to and including 40,000 lbs.
(3) $1,800.00 - Greater than 40,000 lbs.
The user fee shall become due and payable by February 28 of each calendar year. All airport user
fees that are paid after the date due are subject to a late fee often percent of the amount due and
ten percent per annum interest penalty.
SECTION IV. The following Leesburg Airport monthly rent payments are hereby
established as follows:

SECTION VI. All other existing ordinances relating to taxes, licenses, fees, service
charges, costs and other charges and relating to the time of payment and collection thereof are
hereby reenacted and reordained.
SECTION VII. All prior ordinances and resolutions in conflict herewith are hereby
repealed.
SECTION VIII. If any provision of this ordinance is declared invalid, the decision shall
not affect the validity of the ordinance as a whole or any remaining provisions of the ordinance.
SECTION IX. This ordinance shall be effective July 1,2008. Section V of this
ordinance shall be effective January 1,2009.
