AN ORDINANCE CREATING A BUILDING PERMIT SYSTEM FOR COMPLIANCE
WITH FEDERAL FLOOD HAZARD REGULATIONS; STATING AUTHORITY THERE-
FOR; STATING A DECLARATION OF PURPOSE; ESTABLISHING REGULATIONS
FOR ISSUANCE OF BUILDING PERMITS; PROVIDING FOR AMENDMENTS; PRO-
VIDING 'A. SEVERABILITTY CLAUSE; AND PROVIDITNTG AN EFFECTIVE DATE.
BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF McCALL,
VALLEY COUNTY, IDAHO:
Section 1. DECLARATION OF PURPOSE. It is. the purpose of this
ordinance to promote the public health, safety, and general welfare
and to provide officials with an adequate means of monitoring de-
veloprnent.within the city.
Section 2. AUTHORITY. This ordinance is enacted pursuant to the.
authority therefor in Chapter 13 of Title 50, Idaho Code.
Section 3. REGULATIONS.
A. No proposed construction or substnatial improvements
shall commence until a building permit is first ob-
tained from the city clerk.
B. The City Building Inspector shall review all applications
.for permits to determine whether the site is reasonably
safe from flooding. If the area is potentially flood -prone,
the proposed construction must: (i) be designed (or modified)
and anchored to prevent flotation, collapse, or lateral
movement; (ii) use construction materials and utility equip-
ment=that are resistant to flood damage; and (iii) use con-
•struction methods and practices that will minimize flood
damage.
C. The City Building ;Inspector shall, review subdivision pro-
posals and other proposed new developments to assure that:.
(i) all such proposals are consistent with the need to.mini-
mize flood damage; (ii) all public utilities.and facilities,
such as sewer, gas, electrical, and water systems are lo-
cated, elevated, anYor constructed to minimize or eliminate
flood damage; and (iii) adequate drainage is provided so as
to reduce exposure to flood hazards.
D. New or replacement water supply systems and/or sanitary
sewage systems shall be designed to.minimize or eliminate
infiltration of flood waters into the systems and discharges
from the systems into the flood waters. On-site waste dis-
posal systems must be located so as to avoid . impairmen-pato
them or contamination from them during flooding.
Section 4. AMENDMENTS. This ordinance shall be amended or
updated as newoor more detailed imformation becomes available.
Section 5. SEVERABILITY. Should any section of this ordinance
fail, the remainder shall -continue to be in full force and effect.

Section 6. EFFECTIVE DATE. This ordinance shall be in full
force and effect
upon publication following passage and approval.
