Chairperson Kate Fitzgerald called the meeting to order at 6:33PM Members present: Kate Fitzgerald, Shawna Colvin, Luther Parker, Melvin Reeve, Stephanie Surine Members absent: None - Also present: Administrator/Clerk Jackson, Deputy Clerk Goedken, Mayor Berner, Council Person Phillips, Council Person Bartels Motion by Surine to approve the agenda Seconded by Parker Ayes: All Nays: None Motion Carried Motion by Reeve to appro v e t h e a m nd ed minutes March 6, 2013 Under section F nominating Fitzgerald as Chair; seconded by Parker, not Surine Seconded by Surine Ayes: All Nays: None Motion Carried Unfinished Business A. Rummelhart Rezoning Mr. Rummelhart was not present. Motion by Colvin to table Seconded by Parker Ayes: All Nays: None Motion Carried B. Section 9.05 Setback Requirements Colvin asked for definition of private garage that was determined last month, Fitzgerald repeated definition. Discussion on how the wording from the Attorney differs from the wording from P&Z. Trying to get clarification on what the Attorney wanted. Discussion on possibly tabling to get further clarification. Motion by Surine to table Seconded by Colvin Ayes: All Nays: None Motion Carried New Business A. Prairie.Trail West Rezoning Discussion on what the actual rezoning will be as opposed to what is-current and matching zoning. Question asking whether C-10 can only be two story, or can be three. 35-40feet is the height max for C-10 depending on the use either office or retail. Discussion on th"e green space requirement. Questions regarding permitted use for C-2B. Colvin asked about the bike trail opposite the railroad tracks, possibly getting a crossing to access the bike trail. Discussion on difficulty and'liability with railroad. Discussion on a possible second access off the school drive. Review of the engineer's, fire chief's and building official's comments. Surine stated would not support building on 100 year flood plain. Stating what is up for rezoning. Motion by Fitzgerald to accept rezoning as submitted Seconded by Surine Ayes: All Nays: None Motion to be suggested to council B. Jasper Ave. Piece Discussion Question directed to Jackson regarding running water and sewer to area. Discussion on maintaining a private street for the development, possibly doing a PAD with creatingtutility easement through for water main. Discussion on the zoning andahe requirements. Discussion on if a private entity can own P-1, the answer being no. Discussion on whether road could be extended West. Discussion on length of water and sewer access. kI C. Bicycle Parking f. Colvin asked what bicycle parking is, if it is a place to lock a bike, lock it to a fence. Surine asked if instead, could use a formula to tie bicycle parking spaces to the number of vehicle parking spaces. Comments made that the amount of parking is too excessive. Discussion on making Tiffin a bicycle friendly community. Members would like to look at neighboring towns before moving. II D. Comprehensive Plan Jackson giving background on the status of the comprehensive plan and asking P&Z to start looking if haven't already. Jackson giving further reasoning on developing the comprehensive plan. Would like to know what P&Z either wants to see in comprehensive plan or not. Explanation of the process to developing/revamping a comprehensive plan.
