HomeMy Public PortalAbout01-27-2020 COW Minutes <7c U --2/49/01%.1 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on January 27,2020 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee Bonuchi, Trustee Calkins, Trustee Kalkanis, Trustee Larson, Trustee Wojowski, and Trustee Benton. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Jon Proulx, Planning Director; Lonnie Spires, Building Official; Traci Pleckham, Management Services Director; and John Konopek, Chief of Police. There were approximately 4 persons in the audience. Trustee Larson moved to approve the Minutes of the Committee of the Whole Workshop held on January 13, 2020. Second by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed. Motion carried. Motion carried. PRESIDENTIAL COMMENTS No Comments. TRUSTEE COMMENTS No Comments. PUBLIC COMMENTS No Comments. WORKSHOP 1) SPRINGBANK UNIT 10 AGE-TARGETED CONCEPT PLAN Mr. Jon Proulx stated that the developer and builder are seeking input on a proposed concept plan to develop Unit 10 of Springbank with 107 lots for an age-targeted, single-family detached ranch product. Unit 10 is located on the east side of Drauden, south of Forest Edge Drive. Mr. Scott Shelton, Ryan Homes; and, Mr. Dean Edmeier,North Branch Land Co., gave a presentation highlighting the proposed concept plan and elevations. Trustee Bonuchi expressed concern regarding the small, 1,100 square foot house. Trustee Larson stated she would like to see some landscaping to screen the existing homeowners, suggested adding some bikepaths, and suggested age-restricted instead of age-targeted. Trustee Wojowski stated that he too would like to see age-restricted instead of age-targeted and expressed concern regarding the small home. Trustee Benton stated that he agrees with the comments of the other Trustees and stated that he likes the idea of standalone Homeowners Association. Mayor Collins stated that he likes the ranch concept for this area and wanted to make sure that the cul-de-sacs met the standards for emergency vehicles. Trustee Calkins expressed concern regarding the lot sizes, potential flooding issues, price point, vinyl siding, and partial stone or brick. Trustee Calkins suggested adding some access to the river. Trustee Kalkanis stated that she liked the concept and would like to see the development age-restricted. Mayor Collins read the reminders.
