I. ROLL CALL
The meeting was called to order by President Hanko at 7 : 30 P.M.
Members Present: Katherine Duffy, Nonette Hanko and Daniel Wen-
din.
Members Absent: Barbara Green and Edward Shelley
Personnel Present: Herbert Grench, Edward Jaynes, Anne Crosley,
Carroll Harrington and Stanley Norton.
NEW BUSINESS WITH ACTION REQUESTED
A. Resolution of the Board of Directors of the Midpeninsula
Regional Park District Declaring Number of Votes Cast and
Confirming Order of Annexation (San Mateo County Annexation)
A. Crosley introduced her memorandum (M-76-103) dated July 2 ,
1976 , regarding a proposed Resolution of the Board of Directors
of the Midpeninsula Regional Park District Declaring Number of
Votes Cast and Confirming order of Annexation (San Mateo County
Annexation) . She advised that the District had received certif-
ication from Marvin Church, San Mateo County Clerk, that the
annexation of south San Mateo County to the District was approved
by voters at the June 8, 1976 election by the following vote :
18 , 820 - yes ; 17,708 - no. She recommended that the Board adopt
the resolution, which would be sent to the Secretary of State
for filing.
Motion: K. Duffy moved adoption of Resolution No. 76-16 , a Reso-
lution of the Board of Directors of the Midpeninsula
Regional Park District Declaring Number of Votes Cast
and Confirming Order of Annexation (San Mateo County
Annexation) . D. Wendin seconded the motion. The motion
passed unanimously.

PUBLIC HEARING
A. Ordinance of the Board of Directors of the Midpeninsula
Regional Park District Creating New Wards or Subdistricts
Following Annexation of Portion of San Mateo County to
Midpeninsula Regional Park District
H. Grench introduced his memorandum (M-76-104) dated July 2 ,
1976 , regarding a proposed Ordinance of the Board of Directors
of the Midpeninsula Regional Park District Creating New Wards
or Subdistricts Following Annexation of Portion of San Mateo
County to Midpeninsula Regional Park District. He advised that
the legal description of the proposed ward boundaries was pre-
pared by William Spangle and Associates based upon the final
boundary recommended by the Annexation Subcommittee.
N. Hanko said the Annexation Subcommittee, consisting of Direc-
tors Hanko and Wendin, received valuable assistance from three
representatives from south San Mateo County: Linda Craig of
Menlo Park, Paul Keckley of Redwood City and Allan Newlands of
Woodside. She said the ward boundary follows existing boundary
lines for other agency jurisdictions. Ward 6 generally includes
Portola Valley, Menlo Park, Atherton, Ladera, Stanford, East
Palo Alto, North Fair Oaks, a portion of Woodside and unincor-
porated areas south of Portola Valley and west of Skyline. Ward
7 generally includes San Carlos , Redwood City, Emerald Lake
Hills , portions of Woodside and unincorporated lands west of
Woodside and Skyline. She advised that letters describing the
proposed boundaries had been sent to cities within the annexation
area.
A. Crosley said the Menlo Park City Council approved the ward
boundaries, according to the City Clerk, at its July 6 meeting.
Motion: K. Duffy moved adoption of Ordinance No. 76-1, an
Ordinance of the Board of Directors of the Midpeninsula
Regional Park District Creating New Wards or Subdis-
tricts Following Annexation of Portion of San Mateo
County to Midpeninsula Regional Park District. D. Wen-
din seconded the motion.
Discussion: Mr. Stanley Fischman, Box 148 , Star Route,
Redwood City, asked how he would be affected by the
annexation since his property is partially in the Dis-
trict and partially outside the District. S. Norton
advised that he would pay taxes to the District only
on the portion of property located within the District.
The motion passed unanimously.
N. Hanko said the Board would recess to Executive Session in a
few minutes to begin interviewing candidates for the interim
Director seats in Ward 6 and Ward 7. She said the District had

received twelve applications : seven from ward 6 and five from
Ward 7. Applicants from Ward 6 would be interviewed this evening
and applicants from Ward 7 would be interviewed on June 6. She
advised that no deliberations would be made in Executive Session,
and that selection of the interim Directors would be made at the
July 14 , 1976 meeting of the Board.
S. Norton suggested the Board advise applicants for interim
Director seats that State law requires appointees to public
positions to file a statement regarding their assets, including
ownership of real property.
IV. EXECUTIVE SESSION
The Board recessed to Executive Session at 7 :47 P.M. to interview
applicants for interim Director seats.
The Board reconvened at 10 :57 P.M. to continue the meeting of
July 7 to 7: 30 P.M. on July 8, 1976 , at the offices of the Dis-
trict.
V. CONTINUATION OF MEETING
The Board reconvened on July 8, 1976 at 7 :33 P.M. to continue
the meeting of July 7, 1976.
VI. EXECUTIVE SESSION
The Board recessed to Executive Session at 7 : 34 P.M. to interview
applicants for interim Director seats.
VII . ADJOURNMENT
The Board reconvened to adjourn at 10 :41 P.M.
