AN ORDINANCE: APPROVING CONCEPT PLAN AND PROFFER AMENDMENT
TLZM-2008-001O, VILLAGE AT LEESBURG, AMENDING #TLZM-
2008-0003 TO ALLOW A COMMERCIAL RECREA nON FACILITY,
A THEATER, AND AL TERNA TE LAYOUT FOR VARIOUS USES
WITHIN LANDBA YS A AND B, OF THE VILLAGE AT LEESBURG,
LOCATED AT CROSSTRAIL BOULEVARD AND RUSSELL
BRANCH PARKWAY.
WHEREAS, application has been filed by Carlyle/Cypress Leesburg I, LLC and
Springfield East, LC for a concept plan and proffer amendment to #TLZM-2008-0003 for
Village at Leesburg, Landbays A and B; and
WHEREAS, a duly advertised Planning Commission public hearing was held on June 4,
2009; and
WHEREAS, at their regular meeting of June 4,2009 the Planning Commission
recommended conditional approval of this application to the Town Council; and
WHEREAS, the Town Council held a duly advertised public hearing on this application
on June 9, 2009; and
WHEREAS, staff recommended approval; and
WHEREAS, the Council has concluded that the approval of the application would be in
the public interest and in accordance with sound zoning and planning principles.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia hereby
approves Concept Plan and Proffer Amendment TLZM-2008-001O, Village at Leesburg, subject
to the proffers last dated June 8, 2009 to include clarifying language to Proffer #7, as discussed.
