HomeMy Public PortalAbout20160909 - Irvine-Todaro Properties Advisory Group - Meeting Minutes1 Irvine Todaro Properties Advisory Group Tuesday, September 9, 2016 7:00 PM Town Hall, 18 Main St., Hopkinton, MA MINUTES Members Present: Alton Chen, Chairman, Dan Terry, John Coutinho, Eric Sonnett, Patrick Sansonetti, Nancy Cavanaugh (7:30 PM) Members Absent: Donna McKenna Others Present: Elaine Lazarus, Director of Land Use and Town Operations 1. Minutes Mr. Terry moved to approve the Minutes of the August 23, 2016 meeting as amended to include additional discussion about the house at 147 Hayden Rowe. The motion was seconded by Mr. Sonnett and the Group voted unanimously in favor. 2. Calendar Update Members reviewed and updated the calendar/meeting schedule. 3. Survey Results and Community Outreach The Group discussed the house at 147 Hayden Rowe, and whether a recommendation should be made to tear down the house or defer action until a later date. Issues including the possibility that the site will be needed for future access to the parcel and the potential use of the house by town departments were discussed. It was noted that the Parks & Recreation Commission will be using the garage for storage. It was decided that the Group would not pursue demolition at this time. The Group discussed putting a link to the survey on the front page of the website to get more responses, and reviewed interim survey results. The Group decided to close out the survey on Sept. 23 and to review the results at the meeting on Sept. 27. The Group discussed community outreach, and discussed holding an evening meeting and a Saturday meeting to review the survey information and seek feedback from the public. The Group decided to see if they could have a table at Polyarts on Sept. 17, combining with the Upper Charles Trail Committee if possible. It was stated that paper survey forms could be handed out, and a map that shows the town-owned land in the area, highlighting the Irvine- Todaro properties and showing the school plan, would be beneficial. Mr. Sonnett stated he attended the recent Planning Board meeting where the elementary school plan was approved. He noted that it was stated at the meeting that the plan does not provide enough parking for the afternoon pickup. Ms. Cavanaugh arrived at this time. 2 Mr. Sonnett stated they are planning to use the second parking lot for that, and will need more parking if the school is expanded. He stated that this means that the school bus parking area may be better located on the northern part of the property than the southern part, so as to accommodate overflow parking. Mr. Sonnett stated that the Upper Charles Trail Committee has hired VHB to conduct studies that will determine trail location options, in 3 phases, through Irvine-Todaro to the Center Trail. He stated that with respect to the Irvine & Todaro properties, there is level land and it will be easy to build a trail. He stated that VHB has indicated that since the trail will be constructed from the ground up, it would be the same cost whether it is paved or not. Mr. Coutinho referred to the two adjacent parcels that the Irvine family still owns. The Group briefly discussed them, and indicated that at this time, review of the parcels is outside the scope of work established for the Group by the Board of Selectmen.
