Adjournment s , (Subject for Approval) City of Tiffin Planning and Zoning Commission The Chairperson Steve Berner called-the Planning and Zoning Commission meeting to order at 6:30 pm.on Wednesday, March 2, 2011 at the Springmier Library, CCA Middle School. The results of the roll call of Commission members present were Steve Berner, Shawna Colvin, Melvin Reeve and Stephanie Surine. Absent was Kathleen Fitzgerald: Also present at the Planning and Zoning Commission meeting were City Council persons Mark Petersen, Travis Weipert and Mayor Royce Phillips and the City Clerk Ruth Demuth. Motion made by Stephanie Surine and seconded by Shawna Colvin for approval of Agenda as presented. All votes are approved by all Ayes, unless so noted and absences noted. Motion made by Stephanie Surine and seconded by Shawna Colvin for approval of minutes of January 5, 2011 meeting: Chairperson Steve Berner addressed Shane Rairden, co-owner of Little Clippers Child Development.Center regarding the Special Exception Use application presented for expansion of the Center to the lot north of their existing lot. Mr. Rairden asked that discussion be delayed until co-owner Amanda Rairden was able to arrive. Berner inquired of Commission members for any comments or discussion of the Zoning Code regarding multiple Principal Structures on single lots. No recommendations made for any changes to current Zoning code. The Little Clippers Child Development Center presented a draft version of the proposed building desired for the expansion of their business on Lot#3 in Deer View Estates Part One. Discussion held by Commission members on parking, driveway accesses, timeline for completion and play area. Owners discussed possible materials to place a natural tree barrier between Lot#3 and #4. Motion made by Shawna Colvin to recommend approval to the Board of Adjustments of the Special Exception Use application for Little Clippers Child Development Center expansion project with contingencies that current driveways on Lot#2 be used and are able to expand the access from street to property per zoning regulations and that the two lots are legally joined as one"lot. Motion seconded by Stephanie Surine. All Ayes. One Absence Kathleen Fitzgerald. Discussion and review of the Statewide Urban Design and Specifications Standards was tabled for future meetings. It was reported that the City Engineer and Public Works would forward those sections of the SUDSS with their recommendations for updates to the.Tiffin Design Standards for further review by the Planning.And Zoning Commission. No other new business. Chairperson Berner began review process of updating the 1998-218 Subdivision Ordinance in regards to dedication of open•and green spaces in new developments. Suggestions were discussed for possible changes. Review was also conducted and discussed on the retention ponds and grading of these areas. Further discussion and review placed on future meetings. Upon completion of the recommended changes to the Subdivision Ordinances by P & Z, these recommendations will be forwarded to City Council. No additional old business.
