F.1.PLAINFIELD VILLAGE CENTER
The applicant and staff are seeking input and direction from the Village Board regarding
a concept plan for development of the first phases of the project known as Plainfield
Village Center, located south of Lockport Street between Wallin Drive and Van Dyke
Road. The concept plan includes a mix of duplex homes, townhomes and apartments.

F.2.REDWOOD COMMUNITIES CONCEPT PLAN
The applicant and staff are seeking input and direction from the Village Board regarding
a proposed townhome ranch development proposed at the southwest corner of 143rd
Street and Steiner Road. The project proposes 223 ranch-style townhomes in a
managed rental community.

Held on February 10, 2020
At the Public Works Facility
Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee
Calkins, Trustee Kalkanis, Trustee Larson, Trustee Wojowski, Trustee Benton, and Trustee Bonuchi.
Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public
Works Director; Jon Proulx, Planning Director; Lonnie Spires, Building Official; Randy Jessen,
Public Improvements Superintendent; Scott Threewitt, Lead Engineer; Arlan Schatke, Engineer;
Derek Wold, Engineer; Dan Biermann, Water Superintendent; Doug Kissel, Wastewater
Superintendent; Traci Pleckham, Management Services Director; and John Konopek, Chief of Police.
There were approximately 3 persons in the audience.
Trustee Larson moved to approve the Minutes of the Committee of the Whole Workshop held on
January 27, 2020. Second by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed. Motion carried.
Motion carried.

WORKSHOP
1) 2020-2021 DRAFT FISCAL YEAR BUDGET
Allen Persons, Doug Kissel, and Dan Biermann gave a presentation highlighting the draft 2020-2021
Budget for the Water and Wastewater Division. Staff reviewed the mission statement, organizational
chart, population growth, staff ratio, personnel growth, Lake Water Station and System, Cost Savings
Initiatives, water production, and Capital Repair and Replacement including Village Green
Improvements, lift station improvements, sewer lining and rehabilitation, vehicles, SCADA, sewage
treatment equipment/machinery, and EPA required capital studies. Traci Pleckham reviewed the
budget detail for water and sewer revenue and expenses.
Randy Jessen, Scott Threewitt, and Arlan Schatke gave a status update presentation on the Village’s
Capital Projects including the Village Green, Old Town, 127th Street and Plainfield Naperville Road,
Indian Boundary Road structure replacement, Lockport Street sidewalk, Lockport Street refresh,
143rd Street East and West Extension, PACE/PEMA/Wood Farm Road, Pavement Condition Index,
and the Street Improvement Program. Traci Pleckham reviewed the budget detail for Capital
Improvements revenue and expenses. Mrs. Pleckham noted that the budget detail will need to be
updated to reflect the delay in the 127th Street and Naperville Plainfield Road traffic signal
and Renwick Road projects.
Traci Pleckham reviewed the budget detail for the Motor Fuel Tax and Downtown TIF.
On a motion from Trustee Larson and second by Trustee Bonuchi, the meeting adjourned at 7:48 p.m.

REDWOOD AT PLAINFIELD – CONCEPT REVIEW
A notable feature of the proposed development is the private street network that would be
maintained by Redwood. As a result, the proposed street dimensions and characteristics will not
meet the standards otherwise required for a dedicated right-of-way. Some of the variations
compared to a traditional residential subdivision include the following:
o Right-of-Way Width: From 66 feet, per code, to approximately 26 feet proposed
for a private street.
o Sidewalks: Required on both sides of the street for public rights-of-way and
proposed to be on one side of the street (“Carriage walk”) for this development.
o Dead-end streets: T-type turnarounds are proposed at the dead-end of three internal
streets in lieu of cul-de-sacs.
Elevations
The annexation agreement identified general compliance with the PUD guidelines as it pertained
to townhome developments. The applicant proposes six varying unit types, as noted in the concept
plan. Each unit differs slightly in size, orientation, and architecture but remains consistent in
providing the two-bedroom, two-bathroom home product. A colored elevation is provided.
At the time of the annexation, the Village had not yet adopted the density bonus system. The PUD
guidelines in place and included as an attachment with the original annexation agreement provided
guidance on attractive multi-family units that included the following elements:
• Garage doors should not be placed side-by-side and the inclusion of side-loaded garages is
encouraged.
• Rear porches and raised desks should be articulated to avoid the appearance of one
continuous deck or porch.
• The front door should be a prominent and welcoming feature.
• The number of units in a townhome building shall be varied.
• Grouping of townhomes should not exceed five units per building or 144 feet in total width.
CONCLUSION
At this time, staff is looking for input from the Board of Trustees whether they support the general
concept of this land plan. Staff has identified the following suggestions regarding the proposal land
plan for discussion by the Board of Trustees:
• Provide sidewalks on both sides of the street, as opposed to one side as proposed.
• Increase the width of the street to be compatible with that of a typical street cross-section.
This would allow for parkway trees to be incorporated throughout the development.
• Incorporate front and rear porches.
• Increase the number of units that incorporate non-dominant garages.
• Provide additional recreational amenities in the park such as parkway benches, gazebos,
and other such features.
• Redesign the dead-end streets.
• Add a sidewalk/multi-use path along Steiner Road.
