While the deficiencies are not necessarily the fault of the owner or his agent, they are their responsibilities. The two most common areas of deficiencies are for the two most basic BMPs on projects: Co — Construction Exit Sd1 — Sediment Barrier Correct installation information can be found in the Green Book and in the Field Manual for Erosion and Sediment Control in Georgia, which is available at: http://www.gaswcc.org/docs/field manual 4ed.pdf. Their website is: http://gaswcc.georgia.00v/. Also see pages 9 through 12 of this packet. Attention to the Construction Exit is not limited to the installation, but must also include the material. Specifically, job site personnel are not checking to ensure the stone delivered is the 1.5 -inch to 3.5 -inch stone they requested. Gradations that are obviously smaller will not be tolerated. The smaller stone allows for a smoother surface with smaller voids, thereby reducing the function of the Construction Exit. Type A sediment barriers are not allowed where Type C is required as shown on the approved permit drawings. Where two rows are called for they will be installed with a separation that allows for the first one to fail (fall over) without impacting the second one. The complete assembly and installation must be compliant: steel or wood posts, post spacing, Type C or A, etc. Past violations have resulted in: 1) Sediment discharge from the site which causes unsightliness, inconvenience to others, unnecessary cleanup, and Violation Notices. 2) Increased maintenance efforts by the Department of Public Works on downstream lines. 3) Due to item 2, higher costs to island taxpayers. While these deficiencies are not the only ones, they are the most common. Heeding the above cautions should result in fewer infractions. The City's infrastructure will not be degraded in any way. b. All necessary safety precautions will be undertaken. c. The City will inspect the work in process and upon completion. d. My review is limited to drainage issues and land disturbing activities. I have not attempted to duplicate the work of the Planning Commission or City staff with regard to setbacks, density, zoning, tree protection, or subdivision regulation issues. . The only grading shown is a small area of sheet drainage in the area of the front parking spaces and driveway. The E&S sediment fencing only addressed this area. The plans state that a Co -Construction Exit is required before any vehicles cross the area of parking. A Co is required for any trucks delivering equipment, materials, etc... cross over it. I believe a Co is warranted, but that is an E&S issue the City Marshall can address with the Owner's team. It's improbable that other areas besides the parking spaces will not be disturbed. I'm comfortable the City Marshall can address this, also. Within the scope of my design review, to the best of my knowledge and belief, it is my opinion the proposed work complies with the drainage requirements of the Land Development Code of the City of Tybee Island. Any recommendations do not relieve the project of the requirement to obtain any other required permits, approvals, etc... by the GA D.O.T. or other governmental body or authority having jurisdiction over any portion of this project. Top of the lowest floor's slab is 15.51. Maximum height allowed = 15.51 + 35.0 = 50.51 2. Elevation of the gutter of the road (lower than the crown) at about the center of the construction is 14.39. Maximum height allowed = 14.39 + 35.0 = 49.39. If they want to take it from the lowest point along the street it is 13.49. Maximum height allowed = 13.49 + 35.0 = 47.49. Our top of parapet (sheet A500, building sections) is 43.75. In all cases we are well below the maximum height allowed. Let me know if this is clear enough or if I need to do anything else.
