PLANNING AND ZONING COMMISSION
WEDNESDAY, NOVEMBER 14, 2012 6:15 PM
SPRINGMIER LIBRARY IN CCA MIDDLE SCHOOL, TIFFIN IOWA
The Tiffin Planning and Zoning Commission met in Special Session on Wednesday,
November 14, 2012 at the Springmier Library. Chairperson Kate Fitzgerald called the
meeting to order at 6:15 p.m. Members present: Shawna Colvin, Luther Parker and Melvin
Reeve. Also present: Administrator Jackson and Mayor Berner. Absent: Stephanie Surine.
Motion by Reeve, seconded by Colvin to approve the agenda. All ayes. Motion carried
unanimously.
Unfinished Business
Willow Ridge concept plan: MMS is looking at just justification of rezoning and do not have
too many details yet. Planning on TOPO of the area next week. Working with Croell Avenue
as part of the main drive. Will be commercial area"along Highway 6. Colvin stated that PAD is
for a special circumstance, and this development does not really meet those circumstances.
The phasing of: commercial, to R-8, to R-4, to R-2 is good per Fitzgerald. All agree generally
that the zoning requested is fine. How the developers lay out the bigger pieces will be key—
as not to be PAD. Motion made by Parker to make a recommendation to Council to approve
preliminary zoning plan proposed by MMS, seconded by Fitzgerald. Motion approved with
three ayes, and Melvin abstained from voting.
Motion by Colvin, seconded by Reeve to adjourn at 6:29 p.m. All ayes. Motion carried
unanimously.
