PLANNING AND ZONING COMMISSION
WEDNESDAY, January 2, 2013 at 6:30PM

The Tiffin Planning and Zoning Commission met in regular session on Wednesday, January
2, 2013 at the Springmier Library.
Chairperson Kate Fitzgerald called the meeting to order at 6:30 PM
Members present: Shawna Colvin, Kate Fitzgerald, Luther Parker, Melvin Reeve and
Stephanie Surine
Members absent: None
Also present: City Administrator/Clerk Jackson, Deputy Clerk Goedken, Mayor Berner and
Council Person Phillips

Unfinished Business
A. Light Ordinance:
Fitzgerald asked Mayor Berner for an update on Tiffin accepting the SUDAS. Mayor Benner
explained that council is working on design standards to coexist with SUDAS: Mayor Berner
suggested that the SUDAS with Tiffin design standards would be ready within 3 months for
P&Z to review.
Goedken attempted and was unsuccessful in contacting Linn County REC regarding
proposed lighting for the Jasper and Highway 6 intersection. It was previously discussed this
would be a'good locationto try a new light.
Discussion on how to update the wording of the current lighting ordinance was discussed.
Options like: focused directional light with approval of the selection by P&Z or having an
approved list of light options available at City Hall were discussed.
Surine has concerns about North part of Rolling Hills where it is the darkest. Colvin's
concern is curvy roads where there is no lighting.
More discussion to add to section 8.01 Intent, having a list of approved lights at City Hall, and
adding light should be continuous on streets. Lighting plans will comply with adopting
standards of the City of Tiffin. Also add LED to list of acceptable lights for standards. Instead
of mid-block lighting standards, change to continuous lights. Take out type of town and
country and coach lights, change to see City of Tiffin for approved lights.
Discussion on removing tables from current lighting standards; problem being tables are
maximums not minimums. Instead say to refer to SUDAS design manual section 11 for
lighting standards.
Motion by Fitzgerald to amend current lighting ordinance as follows: Section 8.01 Intent—
add streets lights should be directional to light the street and sidewalks with continual light.
All lighting plans must follow the lighting standards of the City of Tiffin. Section 8.06
Standards and Requirements — add refer to Iowa SUDAS Section 11 for lighting minimums.
In current design standards Section 12; 12.02 Light Source— add LED, 12.04B Lights at Mid-
block Locations — add lighting should be continual on blocks; 12.05 remove A and B, and add
see City'of Tiffin for approved lighting.

New Business
A. Charbon Farmstead Split:
Add a building on an existing foundation approximately 50'X100'. NE corner will have a two-
level office to include offices, meeting room and bathroom. Also, there will be a new grain bin
next to a grain drier. The split will be 2.75 acres off of existing 60 acres from one Charbon
family member to Charbon LLC.
Motion by Surine to recommend to Council
