A special meeting of the Tifffin Planning and Zoning Commission was brought to order -
by Chair Steve Berner at 6:30 p.m. at the Tiffin Fire Station. Members present: Chair
Steve Berner, Stephanie Surine and Melvin Reeve. Absent: Terry Richardson and
Shawn Colvin. Also present: Mayor Glenn Potter,Jim Bartels, Mark Petersen, John
Wright, Ruth Demuth and Karin Dils.
Daryl High was presented his revised subdivision request for Phase I of the Villages. The
platting of lots is unchanged but the request has been reduced from three phases to
request for only one phase, also the outlot area along Clear Creek has been dropped from
the subdivision request. High said this Phase I Subdivision request includes about 40
parcels all.located along Village Road.
Berner asked if draft subdivider's agreement had been received for review. Attorney
Greenleaf had said he would get these to city officials. Dean Beranek of Hart Frederick
Consultants brought the most recent copy of the proposed subdivider's agreement that
had been sent to him by Attorney.Greenleaf on Monday. Some,council had the most
recent copy, others did not. The draft includes some changes.
Members requested that all cul-de-sacs included in platting be 50 foot radius. That the
end of Village Road be rocked for semi and truck turn around until such time as it is
continued in a later phase. Width of pavement increased from 29 to 31 foot in agreement
with design standards.
Berner asked the status of Outlot B for location of a water tower that would be needed to
supply water to this'subdivision. Beranek and High that all was complete except for
deed, including access.
Question regarding'uility easements and improvements between large lots along the south
tier of the plat I-Iigh said he didn't really know, it would depend much on the ultimate
user and that the city could expect and he would agree that all site plans would require
city review and approval prior to construction.
High explained that the 10 year exemption for taxes includes a sliding scale that begins at
80%exemption in first year, down to the final two years at 20% exemption. Engineer
Hart had explained during the last regular meeting that the effective rate over all was
slightly less than 50%exemption over the ten years. Doug Frederick explained that 2020
is the proposed year for the entire program to end. For example if an improvement came
in 2008, the exemption would end'2018. An improvement beginning 2009 would end
2019.
Bartels departed 7:20 p.m.
Members asked about driveway access to the oversize lots, and about rear access or exit.
High explained that this could be reviewed by the city upon presentation of site plans.

Beranek explained that space in Village Road is allowed for both a third and fourth lane
if needed in the future for traffic safety. Current plans show paving for two lanes. One
half.of needed improvements along Ireland Avenue has been agreed to by the developer
along the length of the project as shown in document, including full cost of a turning lane
into the subdivision in subdivider's agreement documents.
Fire Chief Randy Morgan and Brian Detert were present to ask about fire safety concerns
including access for emergency equipment to water locations. High assured Morgan that
allowance would be included in water locations for emergency equipment. Phase I pond
to include dry hydrant.
When any clean up of the creek area of complete the developer will dedicate the 34 acre
area to the city. The area will not include the 10 acre pond shown on plans. High said
that he will be stocking the pond for fishing, similar to fishing in the Palo area. High
indicated that he does not expect the pond will need rif-raf on circumference as plans
include a natural stone, with display of a large American flag, and Iowa flag for a focal
point that can be seen from I-80.
. Dils reported that Engineer Mike I-Iart has reviewed sewer demands for all three phases
and Deer View and does not think that any increase in the lift station will be needed to
meet the needs of these two subdivision. If the south side of I-80 opens, or any other
substantial increase might require lift station improvements.
The developer has agreed to cost of the pedestrian bridge, the location undetermined at
this time. Members did not think the bridge wherever it is located should end with out a
trail leading into the subdivision being included in the agreement. High said he could
agree to a trail of pea gravel or wood chips as agreed by the developer and city, but did
",not"expect to supply a trail that was excessive in length. Members agreed, but somehow
to connect the subdivision to the bridge location. Much of trailing is already covered in
sidewalk location noted in red on the plan. High said he could agree to some kind terms
that would get this for the city in the subdivider's agreement.
Members did not review subdivider's agreement as the document was passed out by
Dean Beranek,during the meeting. Beranek received this draft on Monday, January 22
from Attorney Greenleaf office.

Motion Reeve, second Surine to recommend approval of the preliminary platting request
for Phase I of the Villages, submitted by Villages, Inc. L.C. , including addition of
following: 1. 50 foot radius rocked turn around location on east end of Village Road 2.
dry hydrant and water access location for pond 3. building low grade pea gravel or chip
trail (not cement) trailing for connecting pedestrian bridge for Clear Creek to trailing of
Phase I Villages Subdivision 4. easement and utility arrangements between large lots
including Lots 7 and 8. 5. 31 pavement width. Other alterations already included in
platting plans include: allowance space for turning lanes if needed on Ireland

• Ave/Village Drive. Pedestrian bridge location as agreed by city and developer to be
decided by the time Phase II is commenced. Buffer area between existing homes and

development moved to Phase II and III as needed. Jasper Avenue improvements and
access considerations moved to Phase III. Flood plain shown on Exhibit B by developer.
All items noted and reviewed by City Engineer Mike Hart of Hart Frederick Consultants.
Ayes: Surine, Berner and Reeve. Absent: Colvin and Richardson. Nays: None.
Motion carried.

Dean Beranek of Hart Frederick Consultants provided clerk one copy of exhibit showing
the concept plan for all three proposed phases of the Villages area. Additional copies will
be provided by Hart Frederick for other officials to study.
