A RESOLUTION: CONSENTING TO EXTENSION OF THE DECLARATION OF LOCAL
EMERGENCY IN RESPONSE TO THE COVID-19 EMERGENCY
WHEREAS, the Governor of the Commonwealth of Virginia declared a statewide state
of emergency for the Commonwealth on Thursday, March 12, 2020, due to the outbreak of a
communicable disease referred to as Coronavirus (COVID-19) (the "virus"); and
WHEREAS, the County of Loudoun has made a Declaration of Local Emergency
effective March 16, 2020, based on the public health threat posed by the virus; and
WHEREAS, with the consent of the Council in accordance with§ 44-146.21 of the Code
of Virginia, the Town Manager executed a Declaration of Local Emergency in response to the
virus on March 18, 2020, in his capacity as the Director of Emergency Management; and
WHEREAS, the Declaration of Emergency will remain in effect until May 2, 2020 unless
otherwise extended or terminated by Council, the Director of Emergency Management, or by
operation of law; and
WHEREAS, on March 30, 2020 the Governor of the Commonwealth of Virginia issued a
Temporary Stay at Home Order Due to Novel Coronavirus (COVID-19), which order is to
remain in effect until June 10, 2020; and
WHEREAS, on April 3, 2020, the Council adopted an Ordinance Ensuring the Continuity
of Government to remain in effect for six months, or until sooner repealed by Council; and
WHEREAS, the Council finds that a state of emergency continues to exist with the Town
and emergency measures remain necessary to address the public health threat posed by the virus.

A RESOLUTION: CONSENTING TO EXTENSION OF THE DECLARATION OF LOCAL
EMERGENCY IN RESPONSE TO THE COVID-19 EMERGENCY
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the
Town Council CONSENTS to extend the Declaration of Emergency adopted March 18, 2020,
which shall remain in effect until such time as this Council shall direct the Declaration to be
terminated in accordance with Virginia Code§ 44-146.21.
