Absent, Van Heiden. Motion by Lindaman second by James to approve the minutes of the previous meeting. All ayes, carried. Motion by Nielsen second by Meints to approve the Treasurer’s report for August. All ayes, carried. Motion by Nielsen second by Lindaman to approve the following bills for payment. All ayes, carried. Motion by James second by Lindaman to allow Steve Nielsen to purchase a used mower with snow blower attachment from Phelps Implement. Purchase price is not to exceed $2,000.00. All ayes, carried. Kristie Wildung and Ray Spangenburg, Central Iowa Rural Water, presented information regarding options for connecting to CIRW and for financing the project. No decisions were made at this time. Council will discuss at a special meeting September 9, at 7:00 p.m. Motion by Nielsen second by James to approve resolution 09-2004-01 a resolution authorizing the Iowa Northland Regional Council of Governments to proceed with a Housing Rehabilitation grant application for the City of Wellsburg. Roll call of votes. All ayes. Motion by Lindman second by Nielsen to approve a 5 year contract with Westrum Leak Detection. Cost for the service will be $675.00 per year. All ayes, carried. Motion by Nielsen second by Meints to pick up leaves on the same Tuesday and Friday schedule as last year. All ayes, carried. Kathy Akkerman, Library Board President, presented the Wellsburg Library Report. Akkerman requested that Harvin Meyer and Lillian Eiten be re-appointed to the Library Board. Mayor Fox then declined the nominations and appointed Rev. Todd Rempe and Dick Werkman to the Library Board. Motion by Lindaman second by James to approve these appointments. Ayes James, Lindaman and Nielsen. Nays, Meints. Motion carried. Motion by James second by Nielsen to approve Resolution 09-2004-02 a resolution accepting the official financial report of the City for City streets and parking for the fiscal year 2004 and directing the clerk to file the report with the Iowa Department of Transportation. Roll call of votes. All ayes, carried. Motion by Lindaman second by Meints to approve Ordinance 09-01-04 an ordinance increasing water rates, changing billing for water service and amending the code of ordinance. Roll call of votes. All ayes, carried. Motion by Lindaman second by Meints to waive the second and third readings and pass the ordinance upon the first reading. Roll call of votes. All ayes, carried. Motion by Nielsen second by Gary to approve ordinance number 09-02-04 establishing unit based pricing for solid waste collection and amending the code of ordinances. Roll call of votes. All ayes, carried. Motion by Nielsen second by James to waive the second and third readings and pass the ordinance upon the first reading. Roll call of votes. All ayes, carried. Motion by Lindaman second by Meints to approve a 10 year lease with Lance Haupt for the farm ground east and north of the sewer plant with the option to remove a portion of the ground for future use by the City. All ayes, carried. Motion by Nielsen second by James to approve cigarette permit for the Wellsburg Tap. All ayes, carried. Motion to adjourn Lindaman second by Meints.
