The smaller stone allows for a smoother surface with smaller voids, thereby reducing the function of the Construction Exit. Type A sediment barriers are not allowed where Type C is required as shown on the approved permit drawings. Where two rows are called for they will be installed with a separation that allows for the first one to fail (fall over) without impacting the second one. The complete assembly and installation must be compliant: steel or wood posts, post spacing, Type C or A, etc. Past violations have resulted in: 1) Sediment discharge from the site which causes unsightliness, inconvenience to others, unnecessary cleanup, and Violation Notices. 2) Increased maintenance efforts by the Department of Public Works on downstream lines. 3) Due to item 2, higher costs to island taxpayers. I recommend determination be given to the City of Tybee's satisfaction that the DNR JD line and the State and Tybee marsh buffers are no within the footprint of the proposed structure, or other activities requiring a variance from the State or City. 2) The Shc needs to be 2 rows of S rather than the single row of NS. 3) Based on my observations runoff to the front/McKenzie discharges down Soda Rock, joining with Soda Rock to then flow down the rear lot line. For my concurrence I need • clarification in the drainage report that the channel on the east side has capacity to convey the flow, and • more detail to assure the flow channel is built to conform to the design. 4) Finally, the driveway does not have a drive over swale and flow will have to flow along the invert of the end of the driveway and the existing edge of McKenzie pavement. I could find neither on the plans. It does not appear to me that the structure will be in the buffer but I've been very surprised by DNR delineations. I recommend determination be given to the City of Tybee's satisfaction that the DNR JD line and the State and Tybee marsh buffers are no within the footprint of the proposed structure, or other activities requiring a variance from the State or City. > A wetland delineation was performed on 9/21/2021 and copy of an email from Deb Barreiro, DNR, is attached to this resubmittal. Also attached is the original plat that shows an old wetland boundary(2003) which doesn't appear to have changed that much. The newly flagged wetland boundary occurs on Tybee ROW associated with Live Oak and Railroad Avenues. The new flags were measured in the field to be about 25 ft from northern tip of the Site, its nearest point. A 25' buffer may include the notheastern tip of the Site, as shown in the original plat, but is well inside the 10' rear setback, and wouldn't effect building location. 2) The Sd1 needs to be 2 rows of S rather than the single row of NS. >Drawings have been revised to show 2 rows of silt fence/. 3a) Based on my observations runoff to the front/McKenzie discharges down Soda Rock, joining with Soda Rock to then flow down the rear lot line. For my concurrence I need clarification in the drainage report that the channel on the east side has capacity to convey the flow... >The channel along the eastem adjacent property line was analyzed and found to be adequate. On pg 4 of the report `4.2 Stormwater Conveyance' says, "The existing 313 E 65th St.. I agree with this, but I'm calling it to the attention of the City in the event we're not all in agreement. > The proposed gravel driveway connection to McKenzie Ave is located at a small grade break (elev 6.02, see dwgs) in the swale along McKenzie Ave. Stormwater that occurs north of this elev. goes north directly into the marsh. Drainage that occurs south of that point generally takes a counter -clockwise route around the Site; starting from that grade break and tuming east down Soda Rock Ln; then tuming north into swale along eastern adjacent boundary. Total area of the subject property is 0.10 acres and is currently undeveloped. The site currently generally drains toward the north at elevations ranging from 8 to 5 feet. All stormwater from this property goes into a nearby tidal marsh located about 50-75 feet north of the Site. No wetlands were observed onsite. The subject property is located in the flood zone AE 10. According to the NRCS Soil Survey, the dominant soil type in the immediate area is Chipley Fine Sand (Cm). This soil type is well drained with limited groundwater available to native vegetation. 2.0 Proposed Site Conditions The area to be disturbed is 0.10 acres. Any impervious area includes the proposed residence which has a footprint of approximately 1500 SF. A residential limestone gravel driveway connection to McKenzie Street is also proposed. When possible, existing drainage facilities are utilized and drainage flow paths generally follow the existing topography. Drainage from the subject property appears to take a counter -clockwise route around the Site; it starts from a grade break in the small swale along McKenzie (elev 6.02), and turns east down the northern side of Soda Rock Ln, and turns north into the swale that runs along eastern adjacent property boundary, and further into the tidal marsh located just north of the Site. The proposed limestone gravel driveway connection to McKenzie Ave is located at grade break in the swale along right-of-way and should not interfere, or impede, existing drainage flowpath(s). 3.0 Methodology In order to analyze the volume and discharge rates of stormwater generated from areas of interest, Hydroflow Hydrographs software by Intellisolve was used to perform the hydrology calculations. SCS Runoff Curve Number Method and Urban Hydrology for Small Watersheds (USDA-NRCS) methodology was used to determine the runoff volumes over a time of concentration (Tc), in which the runoff values for the five design storms (2 -year, 10 -year, 25 -year, 50 -year, and 100 -year 24 -hour rainfall events) can be calculated. The composite curve number for each basin was calculated by using 3 17 Soda Rock Ln Tybee Island, GA July 2021 Page 4 of 4 the identified hydrologic soil type and ground cover. The rainfall amounts for this location in Georgia were used with a SCS Type III rainfall distribution. (see Appendix for the Rainfall Distribution for Savannah). 4.0 Water Quantity 4.1 Post -Development Runoff Given that this protect" is single family residential and a clear path to drainage is available, stormwater detention will not be required. 4.2 Stormwater Conveyance The existing swale that accepts the stormwater along eastern property boundary was analyzed found to be able to easily accommodate existing and any additional stormwater. The overall depth of swale is 2-3 feet. During a 100 yr rain event, water reaches a depth of 0.22 feet. See Appendix C for calculations/ 4.3 Tybee Ordinance Sec. 8-210, Areas of Special Flood Hazard (Zones AE). This project is located in the Atlantic Ocean Basin which occupies about 20 percent of Earth's surface.
