Ashley's response I received Tue, May 12, 2020 at 12:40 is in italics I regret it taking 7 business days for the turnaround on this review. I was on 3 days of scheduled vacation away during this time. My updated comments are underlined. 1) On CO3, the description of the driveway material, 4" Pourous Gravel Limestone" needs more description. If it's #57, #59, a blend of these open grades stones, or another product accepted for passing the 25 -year storm, such detail is needed. Description of the driveway material was revised to include more detail. Also a special detail for the driveway berm was added. (see sheet CO3). There is now a berm shown between 3A & 3B. (Separation of stormwater could eliminate the need for a stormwater agreement between these two lots.) The drainage report shows only 1 basin. The drainage report needs to be revised, if the Engineer intends for any storage of stormwater outside of Lot 3A. However, the proposed elevations indicate that the berms may provide for only a maximum of 0.1' of above ground storage in a very small are of the drive in the northeast corner of 3B. The proposed elevations do show that runoff will be routed around the south end of the berm between 3B and neighboring Lot 2, onto Lot 2. This is not permissible. The Engineer previously stated in the meeting at City Hall that he felt that the ground would perc all runoff to below grade and that there would be no runoff. That is contrary to standard drainage models used in our area. Both the SCS and Rational methods have runoff factors (percentages) for all soils, even the most permeable/porous. The current design requires that the report show how above ground retention is provided until all runoff, up to and including the 100 - year storm is provided. 2) If the top of the driveway is to match existing elevations, as stated on CO3, these existing grades need to be documented, now, on the plans, at the corners of the proposed new gravel drive, at intervals along the perimeter, and any other points necessary to allow for the installation to the existing surface. It appears that existing ground surface will be maintained on the unpaved areas outside of the building footprint. Representative existing elevations need to be shown on the plan, at least at all building corners to assure, restoration. Driveway elevations were added (see sheet CO3) 8 Comment satisfied. 3) The report states, "A small berm is shown along north and eastern property lives. This berm will serve to hydraulically separate the two properties." I'm not seeing thie berm except between developed Lot 2 & this project. I'm not seeing a berm between the two new lot 3A & 3 B, proposed to be subdivided out of existing Lot 3. The berms were made clearer on the drawings. A berm was added between the two proposed units./ (see sheet CO3) The berm added between Lots 3A and 3B is now clearly shown. Comment satisfied. 4) In 4.1 of the report, "As stormwater enters the sand, it's detained within the soil column in the same way as pervious paver rock base, or a conventional detention pond. 30% of the sand volume is void space between the sand particles, therefore about a third of the sand volume can be used for storage. If 21,260cf of rainfall falls over a 23,927sf area, the water will have a depth of .89 ft. With a depth to groundwater at 3 feet, or more, below existing grade, there is adequate void space volume within the sand to accommodate a 100 year storm (11.6" per 24 -hr for Savannah)." I agree that if the seasonal high water table is not closer to the surface than 3', there's adequate storage for 21,260cf of rainfall. I believe that it will show to be right at the foot of the sand dunes, at an elevation of around 10. I'm not comfortable with the assumption that the groundwater depth will be a constant of 3' below the surface throughout the entire area considered for subsurface storage and additional information may be required. Justification may be required of Whitaker for the perc rate being reasonable for the entire area of stormwater storage. Whitaker's clarification, Jason Folio's Wednesday, May 06, 2020 3:05 PM email I was provided, gives adequate justification for Ashley to use the perc rate across the entire project. This subpart of Comment 4, 4a, is satisfied. b) The peak hour rainfall in inches during the 100 -year storm and the percolation considered in inches/hour needs to be clearly shown in the report. c) Based on the grading plan, runoff will not soak into a flat surface area to achieve the same infiltration rate across the entire area. The 27,927SF surface of the storage area needs to be clearly delineated on the plan. With the slope of the land, it appears that only a small portion will initially absorb the rainfall. Limits of above ground ponding need to be clearly delineated. To make this simple, the Engineer is free to show the limits of the storage area required to receive the peak hour of the 100 -year storm. If Whitaker's 0.27 minutes per inch is justified for the entire area of storage, this should be a small area. d) The delineations of total storage area need to be clearly shown to assure that the berms along the existing property line contain the required storage and upstream runoff. e) I need the drainage area delineated on the plan and an exhibit shown in the report. I'm pretty sure it doesn't go beyond the topof the dunes, but clarity is needed. I forwarded a statement from Whitaker that says percolation test could reasonably applied to the whole site/ (see sheet CO3) 4A of this comment is satisfied. None of the others were addressed. 10 5) Proposed Lot 3A appears to be receiving runoff from Lot 3b and be providing some of it's suburface storage. P11 gladly assist you in reviewing whatever agreement between the two and, possibly others, you might feel is suitable for recording. This comment is not applicable at this time, as the proposed grading now shows runoff onto Lot 2. Last, I'll clarify for all that it's my recollection that Lot 1 has subsurface storage. It's also my recollection that Lot 2's storage is above the ground, contained by a berm on the north side of the existing lane. The approved plans for the subdision need to be checked for compliance. I know there was a berm on the north side of the common drive, somewhat in front of the middle lot that satisfied stormwater runoff management by ponding in the somewhat permeable driving service. We need to look at the plans. It was called Lots 28&29 for Jim Dixon. My project #205017. Ashley, attached are the perc test results by Whitaker that Tybee accepted as part of the basis for minor subdivision approval. But note the perc rate was for the borings at the edge of the dunes, not the entire by site. These are being supplied only to exhaust what I found in my file and I'm not directing or recommending what perc source you use. Tybee may find more information, but this was 15 years ago. How are Lots 3A and 3B being serviced with sewer and water. I know that Lot 3 was part of a minor subdivision in the past and I am assuming that sewer and water were installed at that time. Bu now that Lot 3 was split in Lots 3A and 3B how is the other lot going to get served with sewer and water. Since these lots are so far off of Chatham Avenue there will have to have multiple cleanouts installed. I do not want these cleanouts in the storm water detention areas and would like to see both the utilities and the storage areas shown somewhere on the plan set. Ashley's response I received Tue, May 12, 2020 at 12:40 is in italics I regret it taking 7 business days for the turnaround on this review. I was on 3 days of scheduled vacation away during this time. My updated comments are underlined. 1) On CO3, the description of the driveway material, 4" Pourous Gravel Limestone" needs more description. If it's #57, #59, a blend of these open grades stones, or another product accepted for passing the 25 -year storm, such detail is needed. Description of the driveway material was revised to include more detail. Also a special detail for the driveway berm was added. (see sheet CO3). There is now a berm shown between 3A & 3B. (Separation of stormwater could eliminate the need for a stormwater agreement between these two lots.) The drainage report shows only 1 basin. The drainage report needs to be revised, if the Engineer intends for any storage of stormwater outside of Lot 3A. However, the proposed elevations indicate that the berms may provide for only a maximum of 0.1' of above ground storage in a very small are of the drive in the northeast corner of 3B. The proposed elevations do show that runoff will be routed around the south end of the berm between 3B and neighboring Lot 2, onto Lot 2. This is not permissible. The Engineer previously stated in the meeting at City Hall that he felt that the ground would perc all runoff to below grade and that there would be no runoff. That is contrary to standard drainage models used in our area. Both the SCS and Rational methods have runoff factors (percentages) for all soils, even 3 the most permeable/porous. The current design requires that the report show how above ground retention is provided until all runoff, up to and including the 100 -year storm is provided. 2) If the top of the driveway is to match existing elevations, as stated on CO3, these existing grades need to be documented, now, on the plans, at the corners of the proposed new gravel drive, at intervals along the perimeter, and any other points necessary to allow for the installation to the existing surface. It appears that existing ground surface will be maintained on the unpaved areas outside of the building footprint. Representative existing elevations need to be shown on the plan, at least at all building corners to assure, restoration. Driveway elevations were added (see sheet CO3) Comment satisfied. 3) The report states, "A small berm is shown along north and eastern property lives. This berm will serve to hydraulically separate the two properties." I'm not seeing thie berm except between developed Lot 2 & this project. I'm not seeing a berm between the two new lot 3A & 3 B, proposed to be subdivided out of existing Lot 3. The berms were made clearer on the drawings. A berm was added between the two proposed units./ (see sheet CO3) The berm added between Lots 3A and 3B is now clearly shown. Comment satisfied. 4) In 4.1 of the report, "As stormwater enters the sand, it's detained within the soil column in the same way as pervious paver rock base, or a conventional detention pond. 30% of the sand volume is void space between the sand particles, therefore about a third of the sand volume can be used for storage. If 21, 260cf of rainfall falls over a 23, 927sf area, the water will have a depth of .89 ft. With a depth to groundwater at 3 feet, or more, below existing grade, there is adequate void space volume within the sand to accommodate a 100 year storm (11.6" per 24 -hr for Savannah)." I agree that if the seasonal high water table is not closer to the surface than 3', there's adequate storage for 21,260cf of rainfall. What is needed for my completion of the report is: a) The boring in Whitaker's report to be plotted on CO3. I believe that it will show to be right at the foot of the sand dunes, at an elevation of around 10. I'm not comfortable with the assumption that the groundwater depth will be a constant of 3' below the 4 surface throughout the entire area considered for subsurface storage and additional information may be required. Justification may be required of Whitaker for the perc rate being reasonable for the entire area of stormwater storage. Whitaker's clarification, Jason Folio's Wednesday, May 06, 2020 3:05 PM email I was provided, gives adequate justification for Ashley to use the perc rate across the entire project. This subpart of Comment 4, 4a, is satisfied. b) The peak hour rainfall in inches during the 100 -year storm and the percolation considered in inches/hour needs to be clearly shown in the report. c) Based on the grading plan, runoff will not soak into a flat surface area to achieve the same infiltration rate across the entire area. The 27,927SF surface of the storage area needs to be clearly delineated on the plan. With the slope of the land, it appears that only a small portion will initially absorb the rainfall. Limits of above ground ponding need to be clearly delineated. To make this simple, the Engineer is free to show the limits of the storage area required to receive the peak hour of the 100 -year storm. If Whitaker's 0.27 minutes per inch is justified for the entire area of storage, this should be a small area. d) The delineations of total storage area need to be clearly shown to assure that the berms along the existing property line contain the required storage and upstream runoff. e) I need the drainage area delineated on the plan and an exhibit shown in the report. I'm pretty sure it doesn't go beyond the topof the dunes, but clarity is needed. I forwarded a statement from Whitaker that says percolation test could reasonably applied to the whole site/ (see sheet CO3) 4A of this comment is satisfied. None of the others were addressed. 5) Proposed Lot 3A appears to be receiving runoff from Lot 3b and be providing some of it's suburface storage. I'll gladly assist you in reviewing whatever agreement between the two and, possibly others, you might feel is suitable for recording. This comment is not applicable at this time, as the proposed grading now shows runoff onto Lot 2. Last, I'II clarify for all that it's my recollection that Lot 1 has subsurface storage. It's also my recollection that Lot 2's storage is above the ground, contained by a berm on the north side of the existing lane. There was nothing to prohibit this for a private drive serving only 3 lots. I don't believe this is permitted on roads for major subdivisions. If this is now to be considered a major subdivision, I'll need some guidance from you. The property slopes toward the southwest and north at elevations ranging from 10 to 7 feet. The property is bound by sand dunes on the south and west sides. The dunes rise 8-10 feet above existing ground surface. The subject property is located in the flood zone AE 11 and VE 12. All the drainage for the entire area flows into the Atlantic Ocean which is about 500 feet to the west-southwest. According to the NRCS Soil Survey on SAGIS, the dominant soil types in the area are Coastal Beach Sand (Cub), and Chipley-Urban Land Complex (CuC). As shown on the soil map, the Beach Sand occurs along the shoreline, and Chipley appears further inland. Both soil types have rapid permeability and limited water available to native vegetation. Whitaker Lab performed hydraulic conductivity testing which showed water moves through the existing sandy soil at a rate of 0.2 min/in (300 in/hr), and 58.6 gdsf. Testing results can be found in Appendix C. 2.0 Proposed Site Conditions The area to be disturbed is about 0.20 acres. The post -construction impervious area primarily includes the proposed residences which are approximately 4500 SF. The driveway that accesses both residences will be limestone gravel with no fines and placed inside a 20' wide access easement. This project can be separated into two basins: Basin 1, which is about 6,700 SF, drains toward the southwest. No addition impervious area is proposed for Basin 1 and no increase in stormwater discharge will occur in this basin. Basin 2, which is about 13,000 SF, drains generally toward the North and includes all the proposed additional impervious area, which is the two building footprints. A basin map is shown in the appendix. A small berm is shown along north and eastern property lines. This berm will serve to hydraulically separate the properties. 3 1927 Chatham Ave Tybee Island, GA June 2020 Page 4 of 5 3.0 Methodology In order to analyze the volume and discharge rates of stormwater generated from areas of interest, Hydroflow Hydrographs software by Intellisolve was used to perform the hydrology calculations. SCS Runoff Curve Number Method and Urban Hydrology for Small Watersheds (USDA-NRCS) methodology was used to determine the runoff volumes over a time of concentration (Tc), in which the runoff values for the five design storms (2 -year, 10 -year, 25 -year, 50 -year, and 100 -year 24 -hour rainfall events) can be calculated. The composite curve number for each basin was calculated by using the identified hydrologic soil type and ground cover. The rainfall amounts for this location in Georgia were used with a SCS Type 111 rainfall distribution. (see Appendix for the Rainfall Distribution for Savannah). 4.0 Water Quantity 4.1 Post -Development Runoff Table 4.1A below shows the computer model runoff results for three design storm events. See Appendix for the complete computer output results. Only Basin 2 was considered in the calculations since Basin 1 doesn't include any additional impervious area and will remain the same post construction. Stormwater accumulation appears to stay within the limits of the designated storage area, with about 6 inches of available freeboard over the 100 -year storm event. 4.2 Tybee Ordinance Sec. 8-210, Areas of Special Flood Hazard (Zones AE). This project is located in the Atlantic Ocean Basin which occupies about 20 percent of Earth's surface.
