ROLL CALL The meeting was called to order by President Hanko at 10 :30 A.M. Members Present: Katherine Duffy, Barbara Green, Nonette Hanko, George Seager, Harry Turner and Daniel Wendin. Member Absent: Edward Shelley. Personnel Present: Edward Jaynes, Jon Olson, Anne Crosley, and Carroll Harrington. Audience of approximately thirty people. SPECIAL ORDERS OF THE DAY A. Tour of Hassler Health Home Property District Board and staff, and interested citizens , met at the south parking lot of the San Carlos City Hall at 666 Elm Street, San Carlos to form car pools and meet at the Hassler Health Home Property. The tour of the Hassler site was guided by Mr. Richard S. Bishop, 1797 Elizabeth Street, San Carlos , a representative from the San Carlos Committee to Save Hassler. Members of the tour received copies of the General Manager 's report (R-76-29) dated October 12 , 1976 , regarding background information on the Hassler Health Home Property. According to the report, the 293-acre Hassler property was purchased in 1924 by the City of San Francisco in order to provide a site for a tuberculosis sanitarium. The sanitarium was built in 1926 under the direction of Charles Hassler, a prominent San Francisco physician. Additional buildings were constructed in 1939 . In the 1960 ' s, the need for a tuberculosis sanitarium declined, and the property was eventually declared to be in excess of the needs of the Department of Public Health. The Hassler property has not yet been declared a surplus site by the City and County of San Francisco, presumably to give the City of San Carlos and/or other interested agencies an opportunity to raise funds for its Meeting 76-28 Page two acquisition. The site is included in the 1972 San Mateo County Park and Open Space Plan. San Carlos voters have approved a $1 ,000 ,000 tax override toward purchase of the property, al- though additional funding is needed. The City of San Carlos has applied for a 1976 Land and Water Conservation Fund grant, proposing to keep the land in a natural condition with such uses as defined camping and picnic areas , and trails. The General Manager 's report concluded that the site would probably rank high in open space value as determined in the current Master Plan study, particularly since it is close to the urban area. It was hoped that the tour would place the Hassler property in perspective with other potential District land acquisitions. Mr. Bishop guided members of the tour on a hike up the major ridgetop on the Hassler site, past the Hassler Health Home ward buildings , to the top of the ridge where a water tank is situated. There were several miscellaneous structures , including sheds with firefighting equipment stored inside. From the ridgetop, the tour could view San Francisco water- shed lands on the west, San Carlos residential developments on the east, and additional undeveloped acreage to the north which is privately owned. Lands to the south of the Hassler site are owned by either San Mateo County or the City and County of San Francisco. From the ridgetop, members of the tour proceeded to descend the ridge along the northeastern side of the Hassler Health Home area. The area is character- ized by a broadleaf forest vegetation, with brush and chaparral along the ridgetops and south-facing slopes. Mr. Bishop led the tour into a canyon area of the site, which had a small stream traversing the trail leading into the canyon. The vegetation included numerous oak trees, many of which had moss hanging from their branches. Following a hike along the canyon trail , the group returned to the main road. III . CLAIMS Motion: D. Wendin moved approval of the claims (C-76-19) dated October 31, 1976 . H. Turner seconded the motion. The motion passed unanimously. IV. ADJOURNMENT The meeting was adjourned at 12 :25 P.M.
