control, building, fire, soil and sedimentation, wetlands, marshlands protection and shore protections ordinance and
codes whether local, state or federal, including all environmental laws and regulations when applicable, subsequent
owners should be informed that any alterations to the property must be approved by the issuance of another building
permit. Permit holder agrees to hold the City of Tybee Island harmless on any construction covered by this permit.
This permit must be posted in a conspicuous location in front of building and protected from the weather. If this
permit is not posted work will be stopped. The building contractor will replace curb paving and gutter broken during
construction. This permit will be voided unless work has begun within six months of the date of issuance.

Electrical Code (NEC) 2020 edition.
The scope of work included replacing the existing overhead light fixture with a can light, and
extending the existing circuit to supply power to an exhaust fan and vanity light.

It has come to our attention that your home at 906 Jones Ave. on Tybee Island went
from a three bedroom, two bath home to a four bedroom, three bath home with no
permits for the work. You are required to get a permit for any structural, plumbing or
electrical work. Please apply for a building permit for the work that was done and then
schedule an inspection so that we may assure that the work is up to code.

Please allow me to provide the City Manager a few obvious reasons:
1. The unpermitted improvements are not prefirm. They were made within the past two years. The current
owner boasted of having to import plumbers from Atlanta to install the third bathroom because no one local
would do it. It is obscene that the City Manager would tolerate this situation against all past precedent.
2. The City has in effect let an absentee STVR owner pay to expand a modest bungalow located in the middle
of a residential neighborhood to a party house advertised as sleeping 10 - against its own rules and
ordinances. Good for the city's coffers but bad for the elderly and disabled people, and the children, that live
next door and across the street from this nuisance and a horrible precedent to set for speculators.
Let me be specific: 902 2nd - elderly people. 904 2nd - a disabled person. 901 2nd - elderly people. 908 2nd -
2 children.
Let me be explicit: in the past 18 months, my neighbors and I have witnessed the following behavior at 906
Jones:
- public fornication
-public fellatio
- public drug use
-loud and obscene music after hours
-light so piercing it goes through our homes
-traffic jams emanating from apparent party promoters renting that house and throwing large parties on
successive nights.

3. In the past, the city planning department has made people who built without permits to demolish and start
over. Why the sudden deviation from past practice for this particular house?
Shirley, by this example it would be very smart for my neighbors - who also live in a flood plain - to add a
bedroom and a bathroom without a permit, report themselves, pay the minimum 500 dollar a day statutory fine,
and go on their merry way. Is that really the message the City wants to send?

To the point that George was trying to make with 906 Jones, there does not appear
to be any obvious reason the work would have to be undone or redone. We may
find something upon inspection. We will let everyone know if that is the case.

Shirley, speaking of failures to enforce residential codes....I wrote
you and the city counsel some time ago about 906 Jones, which
curiously expanded from a 3/2 to a 4/3 in a flood zone without
building permits I have also written George Shaw twice. The
house is a neighborhood nuisance. What is being done in this
instance to enforce residential codes?

Read about the Tybee Alliance lawsuit. I write to
suggest that the City hire Savannah's best land use

lawyer to defend them. That lawyer is Harold Yellin at
Hunter MacLean. I am stunned that the Tybee Alliance
did not hire Harold.
Given the money behind the Tybee Alliance, you folks
need the very best. Harold, who lives on 9th between
Butler and the beach, is the best in this area without
question.
