Dear Mr. Bestall:
Thank you for quickly pulling your consultant team together to discuss the East Mountain
Filing 1 submittals. As you are aware, the Planning Commission gave the preliminary
. plat conditional approval and sent this submittal to the Town Board. The Board will
consider the preliminary plat on February 16, 2000 at 7:30 p.m.
Based upon yesterday's meeting, this letter updates my letter sent to you on January 18th:
although it is in a different form and you may will to refer to the 1/18 correspondence for
additional details.
The Preliminarv Plat
The following items will be changed, either graphically or by plat note, or have been
addressed for the preliminary plat:
#1; #3; #4; #10; #12; #14; #15; #16a,b,d,e; #17a,b; #18a,b,c,d,e,f; #20a,b,c,d.
The following items will be waived as a preliminary plat requirement:

Final Thou2hts
While this section was not in the 1/18 letter, I wanted to advise you that while this letter
notes that the traffic report has been received, I have not yet read the report - nor has Jim
Swanson. We may have additional questions after reviewing Felsberg's report.
Finally, based on our meeting held Saturday, January 29th, it is my understanding that
KOELBEL will be constructing two bridges to provide the required secondary access for
the East Mountain development. The first bridge will be constructed by issuance of the
first certificate of occupancy or by March 15, 2002. The second bridge will be
. constructed before issuance of the 25th certificate of occupancy. There will be no C.O.

some future platting, this connection will be made.
Jack, I hope that you have followed the format of this letter. I apologize for not being
more succinct in this letter but time is of the essence and I felt your development team
had a good grasp of what we were looking for. Please call if you have questions.
In the future I will make sure that response letters are more specific and I look forward to
sitting down with you after East Mountain Filing 1 has obtained final approvals to
conduct an "exit interview" on the process we have used on this submittal.

Dear Mr. Kotzebue:
Fraser's staff is continuing our review of the revised preliminary plat submittal for the Forest
Meadows subdivision. A couple of the items originally noted in the letter to you dated 1/18/00
remain outstanding and, of course, the big issue remains the development plans in the delineated
. wetlands, The outstanding technical issues (i,e. non-compliance with front yard setbacks, culvert
placement, road width, and drainage plan details) will be discussed at a study session which will
be held prior to the 2/16 regular Board meeting.
The other outstanding technical issue is a revised set ofCCR's, The submitted set has many
inconsistencies with the plat submittal and refers to Keystone, Colorado in a couple of places,
This needs to be addressed.
I will be back in the office next Monday afternoon and hope to talk with you either Monday
afternoon or Tuesday.
