THE CITY OF RICHMOND, INDIANA, SEPTEMBER 18, 2008
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, September 18, 2008, in the Community Room at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson
and Mary Jo Flood. Also attending were Assistant City Attorney Kim Vessels, Director of
Public Works and Engineering Greg Stiens and Captain Terry Hopkins.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel were present.
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the September 11, 2008
meeting. Lawson made a motion to approve with a second by Flood. The motion was
unanimously passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board to approve the claims for payment for September 19, 2008
in the amount of $287,534.66. She explained of that total $75,017.45 was paid to Richmond
Power & Light for electric cost, $45,935.35 was paid to Bowlin Construction for the installation
of paved side ditch, $76,096.42 was paid to Pro Lawn Care for sidewalks and curbs on North "E"
Street and $39,093.00 to TESCO for one small transit vehicle. Flood made a motion to approve
with a second by Lawson. The motion was unanimously passed.
Robinson took this time to explain that an item that was on the agenda for the use of the City
Building for the NAMI candlelight service did not need Board of Works approval.
CHANGE ORDERS
A. Robinson brought to the board a request that was presented by Director of Public
Works and Engineering Greg Stiens for the approval of Change Order No. 1 to
Contract No. 98 -2008 with Brackney Inc. for the Hayes Arboretum Culvert
Replacement Project in the increased amount of $4,560.00. Lawson made a motion
to approve with a second by Flood. The motion was unanimously passed.

TRICK OR TREAT
A. Robinson made a request to the board that was submitted by Mayor Sally Hutton to
recognize Trick or Treat Night for the City of Richmond on Friday, October 31, 2008
to be observed between 5:30 PM to 7:30 PM. Flood made a motion to approve with a
second by Lawson. The motion was unanimously passed.
CURB CUTS
A. Robinson made a request to the board to approve a curb cut at 1717 SW "G" Street.
Flood made a motion to approve with a second by Robinson. The motion was
unanimously passed.
SIDEWALK EXTENSION II
A. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval to extend the sidewalk closure to Friday, October 3, 2008 at 831 East
Main Street. Lawson made a motion to approve with a second by Flood. The motion
was unanimously passed.
RESIDENTIAL HANDICAPPED PARKING SIGN RENEWALS
A. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of six Residential Handicapped Parking Sign Renewals. They are as
follows:
1. 201 Richmond Avenue — Vickie Toschlog — Flood made a
motion to approve with a second by Lawson. The motion was
unanimously passed.
2. 231 NW 6t11 Street — Sally Maupin — Lawson made a motion to
approve with a second by Flood. The motion was unanimously
passed.
3. 306 NW "E" Street — Patricia K. Burns - Shields — Flood made a
motion to approve with a second by Lawson. The motion was
unanimously phassed.
4. 428 South 15' Street — Adept (Commercial care facility) —
Lawson made a motion to approve with a second by Flood.
The motion was unanimously passed.
5. 904 North 13t11 Street — Community Action — Flood made a
motion to approve with a second by Lawson. The motion was
unanimously passed.
6. 1203 Boyer Street — Etha Baker — Lawson made a motion to
approve with a second by Flood. The motion was unanimously
passed.

NEW RESIDENTIAL HANDICAPPED PARKING SPACE
A. Robinson brought to the board a request that was presented by Captain Terry Hopkins
for the approval of a new Residential Handicapped Parking Space at 905 Boyer for
Vernon Brubaker Jr. Flood made a motion to approve with a second by Lawson. The
motion was unanimously passed.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
