HomeMy Public PortalAbout2015_02_24_O005 Amending the TC increasing Certain Parking Fees The Town of Leesburg, Virginia PRESENTED: February 24, 2015 ORDINANCE NO. 2015-0-005 ADOPTED: February 24, 2015 AN ORDINANCE: INITIATING AMENDMENTS TO THE TOWN CODE, CHAPTER 32 (TRAFFIC AND VEHICLES); ARTICLE V (STOPPING, STANDING AND PARKING), DIVISION 2 (PARKING METERS), SECTION 32-173 (ESTABLISHMENT OF METER ZONES AND PARKING TIME LIMITS THEREIN); 32-178 (DEPOSIT OF COIN; OCCUPANCY OF METERED SPACE; ETC.)AND APPENDIX B (FEE SCHEDULE) The Council of the Town of Leesburg in Virginia hereby ordains: SECTION I. That Chapter 32 (Traffic and Vehicles), Article V (Stopping, Standing, and Parking), Division 2 (Parking Meters), Sections 32-173 (Establishment of Meter Zones and Parking Time Limits Therein); 32-178 (Deposit of Coin; Occupancy of Metered Space; Etc.) and Appendix B (Fee Schedule) of the Code of the Town of Leesburg, Virginia 1976, as amended, be and the same is hereby amended to read as shown hereto and incorporated herein: Sec.32-173. -Establishment of meter zones and parking time limits therein. Parking meter zones with the following and time limits for lawful parking are established as follows: . . . . - • (2) For four hour parking at any one time: The 11 spaces at the northern end of the b. The south side of Loudoun Street, between Harrison Street and East Market Street; and • Y-- _- - - . : ! p All meters in the town shall be for two hours with the exception of the two meters on the south side of Market Street directly adjacent to the United States Post Office. Sec.32-178. -Deposit of coin; occupancy of metered space; etc. (c) Parking meters when properly operated shall be so adjusted that initial or additional $0.05, $0.10 and $0.25 coins may be deposited at any time throughout the allowed period, as long as the allowed limit is not exceeded by any one vehicle occupying the same space. Unless otherwise stated in this division, the deposit of each $0.05 coin shall permit the vehicle to be parked for a period of six 2 minutes; and the deposit of each $0.10 coin shall permit the vehicle to be parked for a period of 4-2 4 minutes; and the deposit of each $0.25 coin shall permit the vehicle to be parked for a period of 3810 minutes. _. : :•. - , -- -- • - , .a• ! _ --- , - -• (a) csn It shall be unlawful for the operator of a vehicle to park such vehicle, or to permit such vehicle to remain parked in a parking meter space, during the hours of operation of the parking meter pursuant to section 32-177, for a period longer than the maximum time -3- AN ORDINANCE: INITIATING AMENDMENTS TO THE TOWN CODE, CHAPTER 32 (TRAFFIC AND VEHICLES); ARTICLE V (STOPPING, STANDING AND PARKING), DIVISION 2 (PARKING METERS), SECTION 32-173 (ESTABLISHMENT OF METER ZONES AND PARKING TIME LIMITS THEREIN); 32-178 (DEPOSIT OF COIN; OCCUPANCY OF METERED SPACE; ETC.)AND APPENDIX B (FEE SCHEDULE) indicated on the meter from the time the vehicle is so parked in any such parking meter space. Appendix B—Fee Schedule Sec. 32-210 Parking fees for spaces rented on other than a monthly basis:40.50 $1.00 for each hour or part thereof, . : .. : -. .., ., . . . ! . _ . ., paw -. •- . .. -. . : - .., . _ . . :, however, that the maximum charge for continuous parking for any period of time up to 24 hours shall not exceed X00$10.00. SECTION II. All prior ordinances in conflict herewith are hereby repealed. SECTION III. Severability. If a court of competent jurisdiction declares any provision of this ordinance invalid,the decision shall not affect the validity of the ordinance as a whole or any remaining provisions of the Leesburg Town Code.
