Mr . Wright worked on the capping and the permits when the dump was converted to a transfer station. Mr. Sumner explained that they are looking at changing the flow of the site as they are moving towards a PAYT system and that they have had issues with flow as the site is currently configured. The plan involves moving the salt shed and sand pile to the back of the site, but the area has not been defined yet. Mr. Bersin may tie the location into the building of bunkers . The plan also calls for re- angling the transfer station exit. Mr . Wright asked about how the recycling is set up now and if there are compactors and power . Mr. Bersin explained that there is a dedicated compactor for glass and a comingled compactor for tin and plastic . They want to replicate the three activities in the current recycling area down below and possibly use at- grade compactors . Mr. Wright worked on the Wellesley site and they have dog house enclosures . Mr . Bersin said he would like to go to hex top or open top containers and he would like to build walkways to the containers , including handicapped walkways . They also have to have room for a truck to go in and get products out. Jr . Sumner explained that we need to separate waste and recycling because there is too much activity up in the one area now and that they were willing to listen to any ideas that Mr . Wright may have about where things could be relocated . All agree that the swap shop and salt shed and sand pile being located in the same area is dangerous . There is industrial activity going on where there are people and the gatekeeper cannot monitor the activity where the salt shed and sand pile are now. Mr. Wright explained that the cap down below doesn ' t have a membrane and any modification to the landfill closure permit would have to be approved by the MA DEP . Mr. Wright asked how much demand there was on the C&D . Mr . Bersin explained that it is sent out once a week and that the retaining wall is caving in that area. There is an elevation change which is 12 to 14 feet and small trucks and trailers are the vehicles which are typically bringing in C &D materials . Mr . Wright explained that nothing is simple because of the cap, though the cap down below is really an alternate cap and is pavement. The area in the back is not a good site because there is a cap line and there are drainage issues . Mr . Wright asked the group how they want people to use the site, in a line or to have perpendicular parking at the recycling area for access and what is the best way to increase vehicle flow and allow for maneuvering . Mr . Wright explained that in a perfect world of trash management, you would allow recycling to happen first. Mr. Bersin explained a few items about what occurs at the site now. The currently have 5 trash trailers that could go anywhere and they will ultimately end up with (4) trash trailers . The folks who come in with yard waste usually just have yard waste and are charged by the load and it is a fairly good amount of the traffic that comes into the DPW. Mr . Bersin also explained that there are no longer any dump trucks or commercial haulers . They would need electricity for compacters wherever the recycling is sighted and the compacters are borrowed from the vendor. They would like to create a separate entrance for the swap shop and it is run by volunteers . They have had issues with the metal pile and picking and that it has not been policed or regulated, but they recently stopped folks from picking at all and the pile could be moved. Mr. Sumner said that the transfer station is 20 some years old and needs to be re-done and that the cost could be worked into the transfer station fees . Mr. Bersin thinks that public access should stop at the top of the site . Mr . Wright asked what the time frame for when the project would be done is . Mr . Sumner said they would go to Town Meeting in the fall to do a feasibility study and preliminary design and cost and then once that is done, they would request 40 to 50% engineering money in the spring . It would probably be two contracts, one to built the salt shed first and then another to move the recycling to another location. Mr . Wright said that the site does not offer a lot of options for moving items ; it would be good to have a traffic study . Mr . Sumner said he needed the initial scope within 2 weeks . Mr. Wright asked how many spaces they need for the recycling area. The group thought that 10 to 12 spaces would work, but Chief Koch does not want people backing out. The plans they have are all conceptual right now. They need a scope to go to the Recycling Commission and the Board of Selectman with, the objective being to separate recycling and trash. The scope would include time frame, design plan, cost estimates and permitting as well as public coordination. Mr. Wright will work on some ideas and the scope and get back to Mr . Sumner and Mr . Bersin, 3 - AP Newcomb Road project update- Mr . Sumner explained that they had the bid opening, but there was a problem with two of the bids . Town Counsel is reviewing it. Also , the lowest bidder may not want to do the job . They are in holding pattern, but he should know if the project will move forward or not within the next two days . If it does not move forward, they will probably have to push it off until the spring and re-bid it. 4- Route 124 Paving update : Mr. Bersin reported that nothing has been done on the project to date . Mr. Sumner asked what the time table is . Mr . Bersin said that he would like to do the paving in October. Mr . Sumner asked Mr . Bersin to work on getting the paving lined up to be done in the beginning of October. If AP Newcomb is put off, they can pave a larger area of Route 124 . 5 - Road Standards : Sue Leven said that the Planning Board wants to meet with this group to discuss road standards . Mr. Bersin has edited the current standards . Sue Leven will arrange a time with the Planning Board. & Long Term Road repair plan, review of meeting with Selectman Foley : Mr . Sumner, Mr . Bersin, Lisa Souve and Selectman Foley have had several meetings to look at all the Town Roads and the work that needs to be done on them to develop a 10 year plan. Mr . Bersin has developed a plan with priorities and costing and what work needs to be done . Mr . Bersin will forward a copy of the plan to the group before next meeting . 7 - Rosemary-Tracy Association : Chief Moran has not had a chance to go out and look at the location. He will do so before the next meeting . & Old Business : request for signage, Town of Dennis : The new sign has been installed . Mr. Bersin also explained to the group that where you come down to 134 , Old Chatham Rd via Setucket Rd . , the Town of Dennis is working on closing the 4 way stop and pushing everyone to Old Chatham Rd. Since that time , 508 .476.2749 Fax through 2011 , there have been greater than 5 , 500 wildlife cases of rabies in Massachusetts . Domestic animals are at risk for developing rabies when they are bitten by an infected wild animal . Every year, many people in Massachusetts are exposed to rabies either through direct contact with infected wildlife or by contact with domestic dogs and cats exposed to infected wildlife . What is the Massachusetts Wildlife Rabies Vaccination Project? From 1994 to March 2004 , this project created and maintained a barrier to keep Cape Cod free of rabies by vaccinating a large number of raccoons in towns surrounding the Cape Cod Canal . As of March 2004 , the first rabies case was detected on Cape Cod beyond the Canal, indicating a breach in the vaccine barrier, and rabies has since spread throughout the Cape . In cooperation with County, State and Federal agencies , we continue to vaccinate Cape Cod wildlife against this disease to reduce rabies cases with an ultimate goal to eliminate rabies on Cape Cod . Where is the Project taking place ? The current vaccination zone will cover the area from Barnstable through Orleans . How can free-ranging raccoons be vaccinated against rabies ? The vaccine is contained in baits that have a strong fish smell specifically attractive to raccoons and unpleasant to people . Raccoons that consume a vaccine-bait unit are vaccinated against rabies . This type of vaccine is desirable because it can be distributed in the environment and is , potentially, self- administered by wildlife . Vaccine containing baits are distributed from cars along roadsides in wooded, brush-covered, and wetland areas where raccoons are likely to find and eat them . Bait stations are used to distribute the vaccine to wildlife in wooded portions of the area. Driveways , lawns , buildings, schools and agricultural fields are avoided . Does the vaccine cause any ill effects in wildlife or pets ? Doses of up to 75 times the amount of vaccine contained in one bait have been fed to raccoons and dogs with no ill effects . However, dogs that eat several of the fishmeal block baits may experience a temporary upset stomach. A number of dogs who have eaten baits have been reported since the beginning of our efforts and no ill effects other than an occasional upset stomach have been reported . How long do baits stay in the environment? Studies have shown that most baits are eaten within four days and almost all baits are gone in one week. If baits are not found and eaten, they will dissolve, exposing the vaccine packet to sunlight and air, making the vaccine ineffective . What might happen if a person finds a bait or becomes exposed to the vaccine ? The intact vaccine-bait unit is safe for people to handle . The liquid vaccine is enclosed within a plastic packet that is either sealed within a bait block, or simply coated with the fishmeal attractant . Each bait is labeled with a warning message that includes a number to call for information . If intact baits are found, they should be placed in brushy areas where people or pets are not likely to find it . Chewed baits should be picked up with a paper towel and disposed of in the trash. If a person in physically good condition has direct contact with or ingests the liquid vaccine , there should be no adverse health effects . If a person in a compromised state of health is exposed to the liquid vaccine through an open wound or by ingestion, they could experience a reaction to the vaccine . Oral rabies vaccine baits are not available for purchase by the general public or other groups . The distribution of the baits is a permitted activity through the Massachusetts Division of Fisheries and Wildlife . What do we do if we see sick wildlife or are exposed to a rabid animal ? Call your animal control officer or the police if you see sick wildlife - do not handle wildlife ! If you do come in to contact with wildlife , wash all wounds with soap and water thoroughly ; then, contact your doctor or veterinarian . Always keep your pets up to date on their rabies vaccinations . Hickey : I am pleased to inform you that on September 26 , 2012 the Brewster Community Preservation Committee (CPC) unanimously voted to recommend approval to Brewster Town Meeting of POAH ' s $ 400 ,000 funding request for Kings Landing as described in POAH' s application dated September 10, 2012 . Should Brewster Town Meeting on October 29 , 2012 vote to approve this request, the funds will be made available to POAH under the following terms and conditions . 1 ) The award will be made available to the Kings Landing limited partnership ownership entity with POAH or an affiliate as the managing member of the general partner as a 0 % loan with a term of thirty (30) years that will be renewable should the property remain as affordable housing. 2) The award will also be secured with a Note and Mortgage on the property. 3) Prior to closing on the CPC loan , the following information needs to be submitted to the Town for its review and approval : * Evidence of commitment of all funding/financing sources * Final development budget * Final operating budget * Project schedule * Property and liability insurance with the Town as a named insured and in amounts that are commercially reasonable * Construction contract * All other loan and related documents that the Town ' s attorney may require as part of due diligence for the closing. 4) An affordable housing restriction that is in perpetuity and in form and content satisfactory to the Town and the other parties in the transaction will be recorded at loan closing. As currently proposed, ninety- one (91 ) of the one hundred eight ( 108) units will be affordable to households at or below of 02- 11 - 10 80 % of area median income with some of those units targeted to households with lower incomes . 5) CPC funds will be available only upon project completion as evidenced by an architect' s certification of substantial completion . 6) The funds should be fully expended on or before November 1 , 2014 unless extended by the CPC for good cause. 7) Project status reports/updates submitted quarterly to the CPC starting January 31 , 2013 until project completion. 8) Annual monitoring reports on income/rent compliance and annual financial audits provided to the CPC from the owner or an independent third party. He established that the septic system has been located to save the mature red maple in the front of the building . The upgrade allows no increase in flow from that of the existing cesspool . Summary of Staff and Conservation Commission Comments Mr. Gallagher explained the wetland stream labeled intermittent on the plan is shown on the US Geological Survey map in blue , so must be considered a perennial stream (" river" under 310CMR 10 . 58 ( a ) 1 . d . Regulations of the WP ACT) without the required documentation to the contrary . He suggested the Commission issue a Positive 2B Determination on the wetland delineation , as follows : The boundaries of resource areas listed below are not confirmed by this Determination , regardless of whether such boundaries are contained on the plans attached to the Determination or to the Request for Determination The Commission further discussed the stream resource area, and requested the property owners be informed they must remove all of the large machinery from the wetland and buffer zone . Hayley Winfield moved , Michael Tobin seconded the motion to issue the above Positive 2B Determination on the resource area boundaries , and because the septic upgrade is an environmental improvement , the following on the work: Negative Determination 3 . The work described in the Request is within the Buffer Zone , as defined in the regulations , but will not alter an Area subject to protection under the Act. Therefore , said work does not require the filing of a Notice of Intent , subject to the following conditions (if any) . 6 . Mr. Gallagher recommended the Commission discuss approving the existing 2011 -2012 ` Conservation Commission hunting policy as the policy for 2012 -2013 . The " Mother' s Bog " land located in southwest Brewster, west of Slough Road and east of the Brewster- Dennis town line is under the care , custody and control of the Conservation Commission . He briefly explained that an intermittent stream (known commonly as the " Considine Ditch " ) begins south of this area of Route 6A. and flows north and into Cape Cod Bay at Breakwater Beach Town Landing . In 1996 , the Conservation Commission issued DOT an emergency permit to replace a broken culvert through which this stream flowed , underneath a structure north of Route 6A known commonly as the "wobbly barn " . DOT diverted this part of the stream by relocating and re-constructing the culvert, beginning at a headwall south of Route 6A, running north underneath the highway and west of the barn . Summary of Staff Comments/ Conservation Commission Comments Mr. McKenna believed it important, as recommended in the Conservation Administrator' s agenda comments** , that DOT install a treatment system to replace the proposed paved waterway which would direct untreated water into the wetland . Mr. McGuire responded the DOT can install deep basin ( s) to trap contaminants , provided there are no existing gas or water utility lines preventing that option , and he will investigate the possibility. The Commission and staff discussed drainage problems along Route 6A in Brewster which appear to have increased due to extensive underground utility line installation in 2011 - 2012 ; and a prior Determination of Applicability issued the state for drainage and road resurfacing which never commenced , due to lack of funding . Both live directly north of the project area , and expressed concerns that the project may adversely affect their properties . Mr. McGuire stressed that the increase in drainage volume from this project would be minimal . Kyle Hinkle, Executive Director The Mission of the Brewster Chamber of Commerce (BCC) is to strengthen, promote and support the economic feasibility, cultural richness, environmental sensitivity and social needs of Brewster. The Chamber encourages the spirit of fair trade and good business practices. This mission is met through a variety of programs and events undertaken by the Chamber including but not limited to the Member Advertising Program , Brewster in Bloom, and the Lower Cape Home & Garden EXPO . The two part-time year—round professional staffers facilitate the work plan of the Board of Directors and assist Chamber volunteers . Two seasonal part-time staffers work for 14 weeks in the summer to assist in providing visitor services . Pathway to Growth: In calendar year 2008, the Board of Directors of the organization , then known as the " Brewster Chamber of Commerce & Board of Trade United " embarked on capacity building to evaluate their ability to strengthen and grow their administration and membership . Following a facilitated retreat where the board members explored the strengths, weaknesses, opportunities and threats to the organization , the first part-time executive director was hired and the process to improving began . The second most significant change for BCC ( after hiring an executive director ) was adopting a single name as the DBA title " Brewster Chamber of Commerce" essentially ending a battle for dominance between two factions of Brewster' s business community . The Board of Directors agreed that the more modern name would align the BCC with the other business organizations on Cape Cod and overall lead to mending the rift that had prevailed since the early 1990' s . Also in 2008, the fiscal year was changed to July through June beginning with FY2010; and the accounting software Quick Books Pro was employed to maintain the financial records with the executive director assuming bookkeeping duties . A new Board of Directors was elected to serve for two years beginning in July 2009 through June 2011 . This group of eight dedicated business professionals has taken BCC to new levels of strength as the Voice of Business in Brewster . Business Sector Demographic for Brewster In calendar year 2010, staff analyzed the breakdown of the member businesses into five general sectors, loosely based on the type of markets served by each sector . Results showed Real Estate 8 . 2 %; Lodging 8 . 7 %; Food 10 . 8%; Entertainment 15 . 2 %; Shopping 21 . 5 % and Services 35 . 4 % . This analysis remains the same for FY2012 . This type of detail is valuable when planning programs that will benefit the members . For instance, mailing the Best of Brewster magazine to all full and part-time residents showcases the service-sector members to that population most likely to need them . 3 Inquiry System This simple system was implemented in FY 2011 to track how people communicate to the chamber and also how many people communicate . Tracking is done year- round and includes face -to -face contact, telephone calls , voice messages, email questions and guide requests . The number of tide charts produced and distributed was carefully tracked in summer 2011 as well . It was noted in previous years that a tide chart was the most often requested brochure so in 2011 the chamber produced a separate single-sheet two sided chart rather than including it in the magazine and guide . 4, 000 of these charts were distributed between from June through September 2012 . An interesting but not surprising trend is the decrease in demand for detailed street maps as more and more people are relying on GPS and smartphones loaded with Google Maps to find their destination . And the use of QR codes is rising and BCC is adding these on our print materials so that someone can instantly link to the BCC website . Accomplishments: Since the end of FY2010, BCC' s staff has : • Reorganized the space assigned to the organization in Town Hall including more visible display of members' marketing materials • Established long-term goals and a strategic work plan approved by the board and implemented by staff and volunteers • Held casual business-to- business ( B2B ) networking meetings in member businesses attracting 30 — 70 people to each one • Redone the organization ' s website to be more member- centric and " blog- like " with information that focuses on the members, articles of interest to business, and complete directories of member businesses by sector as well as in alphabetical order • Upgraded the members' advertising program to include a full sized 4-color magazine distributed through local inns, B & B' s, resorts, and campgrounds, as well as mailed to all Brewster households and part-time resident tax payers; and a compact visitors ' "quick guide" with town map and business directory . • Purchased new advertising in the Cape Cod Travel Guide and other publications exposing hundreds of thousands of people to Brewster as a Cape Cod destination . • Forged a working relationship as a resource to the Town ' s Planning Department for business development • Established a simple inquiry tracking system providing simple data about how people get their information and how many • Evaluated the business sector breakdown of the membership • Realized a net growth of +4% in membership by the end of FY2012 4 • Streamlined member communication by using a secure email marketing service • Assumed administrative duties for Brewster in Bloom to provide central communication and messaging for volunteers, vendors, media representatives and the public . BCC has also partnered with the " Local 5 " Chambers of Commerce ( Brewster, Harwich , Chatham , Orleans and Eastham ) to brand the Lower Cape as the destination visitors long for. The five organizations co - host : • Business- 2 - business networking meetings two times per year attracting over 300 attendees ; • Lower Cape Home and Garden EXPO with more than 100 businesses and 3000 attendees • Collaborative workshops and seminars on topics that help businesses improve • The website www . lowercapechambers . org : a quick portal to the five towns and what each has to offer along with theme - specific tours that cross town borders • Co-op advertising to attract visitors to the Lower Cape region : "old Cape Cod . During a period of high winds this afternoon, a large tree went down in front of our home and was completely blocking the street, making it impassable . I called Town Hall for advice and although you had closed down due to the emergency conditions , a well -constructed emergency message informed me as to precisely how to proceed . I called the emergency phone number provided in the message and within 15 -20 minutes a very professional and friendly DPW crew had arrived and began work on chain sawing the tree into movable pieces so it could be moved to the side of the road . They did their work excellently and expeditiously. The DPW is fortunate to have people of their caliber on its staff. What a great town we live in ! Leven : I am writing on behalf of the Board of Trustees of the Brewster Conservation Trust (BCT) , a private, non-profit land conservation organization founded in 1983 to preserve open space and natural resources in Brewster. BCT represents more than 500 families in Brewster and has fostered the protection, on its own and with the Town, of almost 800 acres of natural lands since our founding . At its October meeting, the BCT board voted to oppose the widening or other improvements to Punkhorn Road to sponsor any development proposals . As you can see from the attached map, BCT owns Parcels # 12 and # 17 on New Town Tax Map 42 , three acres purchased from Sarah Donahue in 2005 . BCT has about 1000 feet of road frontage on Punkhorn Road . The rural character of Punkhorn Road - its narrow width, sunken aspect, and meandering route—all contribute to the charm of this southeastern entrance to the Town ' s magnificent Punkhorn Parklands . Widening Punkhorn Road in this area would diminish many of the conservation values which Brewster taxpayers have spent so many millions of dollars on, including the most recent purchase of the Bates ' 36 acres across the road for $ 1 . 175 million in 2010 . BCT holds a conservation restriction on the ex-Bates land . The operating tenet of the conservation restriction is expressed in its introduction : "Its [restriction' s] purpose is to assure that the Premises will be retained in perpetuity in their natural , scenic and open condition and to prevent any use of the Premises that will significantly impair or interfere with the conservation values of the Premises . " The cutting of trees and removal of soil needed to widen and improve Punkhom Road in this area would hamper the road ' s "historic rural character" referenced in the restriction. In summary , BCT opposes any improvements to Punkhorn Road not necessary for the Punkhorn Parklands ' use as a conservation area. We oppose it as a 3 -acre landowner with 1000 feet of frontage on the road . And if the Town asked our permission to amend the conservation restriction on the 36 Town-owned acres across the road to facilitate non- conservation access on the road, we would oppose that as well . As previously written, this article would have transferred the control of 20 . 15 acres of Townumtowned land from the Selectmen to the Conservation Commission "for conservation and passive recreation purposes " . The Article requested that the Town permanently restrict those parcels from development . The Brewster Housing Partnership was grateful for the revision of that article to exclude the transfer of lots previously designated for affordable housing from that article . In the past, it was suggested that as part of a planning process and prior to making proposals public, input would be solicited from multiple departments . Also as part of the process an opportunity would be provided for representatives of various areas of public interests to review and comment on proposals for transferring control of Townywowned land . The Housing Partnership is concerned that the Town not relinquish affordable housing development rights or even the value of those rights, without a quid pro quo . The Housing Partnership discussed this article , on Wednesday 9/ 19/ 12 . The initial impression from previous discussions dating back as far as 2004 , was that the Town would want to somehow capture the value of the "development rights . " Otherwise housing, which is a public goal would be losing this prerogative . There appears to be a townyttwide consensus that a broader, more urgent public purpose may be advanced by removing environmentally sensitive lands , particularly those within the Town ' s DCPC watersheds from potential development . Housing , as a public purpose, loses when development rights, previously allocated for Affordable Housing are expunged . It should be more widely acknowledged that Community Housing is considered by the Community Preservation Act to be a public purpose equally worthy of discussion and advancement as the preservation of open space, recreation and historical resources . Therefore we would like to suggest, that prior to permanently transferring control or surrendering development rights through Conservation Restrictions , we entertain a broader policy discussion. The Town ' s housing interests should be included in any future dialogue regarding the use or preservation of land in our Town . It is the Partnership ' s opinion that in return for relinquishing development rights on environmentally valuable lands , those rights should be leveraged, compensated, or transferred for the development of future affordable housing on lands with fewer constraints , where development may be better sited . The lands surrounding Belmont Park and the Habitat Homes of James Burr Road are already controlled by the Town with no plans to develop or construct on these parcels , at this time . The Partnership was pleased that the Selectmen eliminated them from conveyance and permanent restriction. The meeting was called to order at 4 : 00 PM by Cindy Bingham . Joanne Liberles , Women ' s 18 - Hole Assn . Orin Segall Jerri Carlin Review of meeting minutes : It was noted that the minutes indicated that the Women ' s member- Member raised $ 8 , 500 for Special Olympics and it should have been $ 850 . Lori Arnold made a motion , to approve the Brewster Golf Commission meeting minutes from September 11 , 2012 as amended . The motion was seconded by Anne O ' Connell and approved 6 in favor with Jim Ehrhart abstaining as he was not present at that meeting . Association Reports : • Joanne Liberles reported that the Women ' s 18 - Hole Association would like to go back to the continuous block time in July and August as opposed to the split block time that was used this year . • Ginny O ' Loughlin reported that the Women ' s 9 - Hole Association has 85 members this year which is about the same as last year . Suqqestion Box : • Make sure the divot mix bottles are filled in the rack at the turns . • Played 9/21 and thought $ 89 was too much money for green fee and cart , but loves the course . • Put yardage markers out in the driving range . • Calendar is now up on the web site . 1 BREWSTER GOLF COMMISSION October 2, 2012 • Clocks are in place at the turns . • Mark O ' Brien still needs to put the non - slip strips on the steps to the pavilion . Director of Operations Report ( Mark O ' Brien ) : Mark O ' Brien reported : • On the September financial report . • Steve Mann received a commendation from the Board of Selectmen for achieving certification from the Golf Course Superintendent ' s Association of America . • Nauset Athletics Booster Club had a successful tournament here . • The Captains was recognized by the Brewster Garden Club for the work we have done to our parking lot area . Superintendent ' s report In Steve Mann ' s absence , Mark O ' Brien read the following report : Golf Commission Meeting 10 - 2 - 12 Aerification is complete with the overseeding of the fairways . We will topdress the greens a few more times very lightly in the next couple of weeks . Most of the greens have healed in nicely . Cutting at the normal height of cut has resumed and green speed should increase . The Port Course has been fertilized and the Starboard side should be done this week , weather permitting . So the fertilizing of the course is pretty much completed for the year except we will be spot fertilizing greens and other areas if needed . The irrigation electrics are still somewhat in limbo . The golf course is still having shorts and we are narrowing it down to two transformers . Both will be replaced and they are on order as of today . It may take a week to get one of them . The driving range has not been fixed as yet . Hopefully this week the new drive ( controls the speed of the pump) is on its way from Wisconsin . This gets us to the point of finding out if the pump actually works . It ' s the next piece on the line . So when the relays and the drive get put back together , we will learn the fate of the pump and maybe the satellites . The insurance company and Town Hall have been informed of the current status of this situation . The yardage markers for the irrigation heads are now in . They will be replaced as soon as we can . The irrigation tech will be doing the work replacing the covers but he has other priorities at this point . 2 BREWSTER GOLF COMMISSION October 2, 2012 We did get three + inches of rain over the weekend . There are puddles still hanging around but the rest of the golf course seems to be coming back quickly . There is a lot of grass out there right now . We should catch up with it if the weather stays nice for a few days . We will be refacing two or three bunkers this fall . They are two on the 16 Starboard fairway and thirteen Port fairway left side . We have now a new insect that is killing our oak trees . The Cynipid (sin a pid ) wasp is infecting the twig of the tree , then saps all the juices from the twigs and leaves . At this point there is only one registered chemical in Massachusetts . The life cycle is unknown at this time for this region . UMass is studying this pest and will have some report out hopefully by next spring . Let ' s hope this doesn 't destroy our trees ! ! Comments below followed : Marc Fontaine thought the Port Course came through aerification much better than Starboard and wondered if we put out enough top -dressing on Starboard . • Jeff Odell said the bunker at the practice range still needs attention . • Several of the ball washers are missing the spike brushes . • Marc Fontaine said the pond on 14 looks great due to the work of Jeff Odell and his crew . Discussion of Brainstormina Session from the last meetina : The ideas from the last meeting were discussed and narrowed down further for discussion at the next meeting .
