Resolution 04-78 KMB:tl Cc: Treasurer Purchasing File No 0/-~-78 Date of Adoption l'larch 4, 2004 RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH HATCH MOTT MACDONALD-CARTERET POND DRAINAGE PROJECT WHEREAS, thc Borough of Carteret is in need of specialized engineering services with regard to the Cartcret Pond Drainage Project; and WHEREAS, the Borough's Consulting Engineers, Hatch Mort MacDonald, possess thc requisite skill and expertise to provide said services; and WHEREAS, Hatch Mort MacDonald has submitted a proposal to provide said engineering services at a total cost not to exceed $6,000.00; and WHEREAS, the Mayor and Council~ have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. Thc proposal from Hatch Mott MacDonald for engineering services related to the Carteret Pond Drainage Project at a total cost not to exceed $6,000.00 be approved. 2. Annexed hereto is a copy of said proposal. 3. This action is approved as an award of a professional services contract. Thc valve, which reportedly is nearly fitly years old, is used to regulate the water level in the pond but il has had functionality probl~ns in recent years and is currently disabled. The drain line for the pond is trmporarily plug~d to maintain the water level in the pond. Based upon the e~pected useful life of the valve and chamber? the manner it was in,ailed in the existing concrete chamber, and pursuant to discussions with the Emergency Services Contractors B&W Conslrt~ctior~ Co., and Robert Kately, the Borough would like to proceed with the replacement of the valve chamber in accordance with the proposal submitted by B&W Construction Co., dated January 12, :2004, which has been attached herewith. HMM proposes to prepar~ a basic design sketch with specifications for the stru~lure~ new valve and piping, and provide coordination and part4ime inspection for the completion of the drain valve chamber for a lump sum budget~[~ Based upon our d~scuss~on, the Borough would like to consider approval of this pro~ect during the Borough Council's Agenda Meeting on March d, 2004. Upon authorization by the Borough, please notify HMM and we will coordinate the implementation of this project. Reiman and Borough Council Borough of Carteret Memorial Municipal Building 61 Cooke Avenue Carteret NJ 07008 Re: Carteret Pond Drain Valve Chamber Dear Mayor and Council: Per the Borough's request, several weeks ago Hatch Mott MacDonald (HMM) personnel conducted a site visit and met with Mr. Robert Kately, Supervisor, Parks & Recreation, concerning the malfunction of the gate valve at the Carteret Pond. The valve, which reportedly is nearly fifty years old, is used to regulate the water level in the pond but it has had functionality problems in recent years and is currently disabled. The drain line for the pond is temporarily plugged to maintain the water level in the pond. Based upon our observations, system information, the expected useful life of the valve and chamber, and manner it was installed in the existing concrete chamber, we recommend the following improvements: 1. Construct a new chamber adjacent to the existing chamber equipped with a new inlet, pinch valve and discharge pipe; 2.Connect the outlet from the new chamber to the existing storm sewer that currently serves the pond with a new junction manhole; 3.Remove the existing chamber, seal the existing outlet pipe and repair the wall of the pond so the water level is not affected. HMM estimates that construction of this improvement will cost approximately $ l 1,000 based upon material and installation costs as listed in the attached estimate. HMM proposes to prepare a basic design d~ with specifications, solicit proposals from three (3) contractors and ~coor~c~noa~nth~c°nstructi°n of the proposed gate valve chamber for a lump sum budgd[.of $4,800.
