1. Call to order
Chair Matt Hughes called the meeting to order at 5:36 p.m.
2. Agenda changes and approval
Hughes suggested rearranging the contract partners under Item 4 because someone was present to speak for
the Hillsborough Arts Council.
Motion: Member Barney Caton moved to approve the agenda as amended. Member Tommy Stann
seconded.
Vote: 6-0
3. Minutes review and approval
A. Dec. 15, 2020, meeting
Motion: Member Cathleen Turner moved approval as submitted. Member Kim Tesoro seconded.
Vote: 6-0
4. Discussion/Action items
A. Revised tourism partner scopes of work and contract amendments due to COVID-19
Campbell reviewed the purpose is to discuss how the contract partners can fulfill their contracts with the
pandemic-imposed limitations.
1. Hillsborough Arts Council
Anna Linvill, secretary of the council’s board of directors, addressed the board. She said the council will work
to spread out the benefits of the adapted programs including virtual Last Fridays and mobile concerts. The
council is keeping the funding not used for Last Fridays in the fall for Last Fridays in Spring.
Hughes said he read in the report that the council’s Art Walks would continue and Last Fridays would not be
held at its usually scale. He asked how personnel funds would be used, considering the council’s executive
director had resigned.

Linvill confirmed that Mishoe had resigned, and the council is hiring someone to manage social media and the
website and another person to manage the store. The council intends to use personnel funding to pay for
these positions.
2. Alliance for Historic Hillsborough
Sarah Parris, executive director of the Alliance, said programming will continue as it has been established
during the pandemic. A couple of changes are that the Living History Day usually held in February was
rescheduled for April and the Hillsborough Garden Club would be hosting its garden tour without partnering
with the Alliance.
3. Burwell School Historic Site
Campbell said the board for Burwell School Historic Site planned to continue operating as they have been
during the pandemic. She said they are implementing social distancing, limiting hours, and tour group sizes.
Turner likes the QR codes that the Burwell School is using for self guided tours and hopes others will use
them.
5. Orange County Historical Museum
Campbell indicated the same for the Orange County Historical museum.
Motion: Turner moved to approve the amended scopes of work as presented. Caton seconded.
Discussion: Campbell noted a small discrepancy in the Visitors Center’s budget from the originally contracted
amount. She noted that approving the amended scopes of work would not be an approval of the
additional $1,820 listed as the Visitor Center’s budget. She indicated to Parris that if a budget
amendment was needed that the Alliance would have to bring that forward as a separate item
and currently the contracted rate was $200,000.00 not $201,820.00. Parris said she would look at
the modification because she was not immediately sure where it was coming from.
Tesoro asked for clarification on how the Arts Council would be using funds earmarked for Last
Fridays. Campbell said that she would reach out to Arts Council but that the assumption was that
they’d use the funds for Last Fridays in April/May/June and if they have extra funds that they
should be remitted back to the Tourism Board, per the contract.
Vote: 6-0
6. Monthly reports and comments
A. Alliance for Historic Hillsborough Director and Alliance Programs reports; Visitors Center Communications
Report; Tourism Staff Report and Orange County Visitors Bureau Updates
Campbell shared recent events, particularly pertaining to the holidays.
B. Tourism Board member comments and updates
There was none.
7. Adjournment
Motion: Turner moved adjourn the meeting at 6:12 p.m. Caton seconded.
