Approve & Sign Conservation Restriction - The Compact of Cape Cod is granting a conservation restriction to the Town on a parcel of land located on Main Street (map 78, parcel 121, 2.3 acres). The parcel contains a vernal pool. The Conservation Commission has approved the restriction. ADMINISTRATIVE RECOMMENDATION We recommend the Board vote to approve this request. 2. Public Landing Access Permit – AMA Excavating is requesting the use of Linnell Landing for a beach nourishment project at 18 Muskrat Lane. The Contractor is requesting access for two days in December to restore approximately 300 cubic yards of sand to the property. The Natural Resources Director has spoken with the contractor and approves of the request. ADMINISTRATIVE RECOMMENDATION We recommend the Board vote to authorize staff to approve this request and to develop an approval letter which will outline the conditions related to the access approval consistent with the order of conditions stipulated in the Conservation permit. 3. Request for One Day Liquor License – The Brewster Sportsman’s Club is requesting a one day liquor license for Wednesday, December 16 from 5pm – 10pm for the Laurel School’s staff meeting and holiday party. Beer, wine and liquor will be served. ADMINISTRATIVE RECOMMENDATION We recommend the Board vote to approve this request. 4. Request for One Day Liquor License & Entertainment License – The Snowy Owl Coffee Roasters is requesting a one day liquor license and two 1 day entertainment licenses. The first entertainment license is for Thursday, December 17 from 7:30pm – 10:30pm for an Open Mic Night with acoustic music by members of the community who wish to perform. The second entertainment license and the liquor license is for Thursday, December 31st (New Year’s Eve) from 8:30pm – 12:30pm for a second Open Mic Night. Beer, wine and bourbon will be served. ADMINISTRATIVE RECOMMENDATION We recommend the Board vote to approve this request. 5. Approval to Apply for Grant – The Fire Chief requests the Boards permission to apply for an Assistance to Firefighters Grant through FEMA. The estimated amount of the request will be between $350,000 - $400,000 and will be for radio communication equipment; including new portable and mobile 800 mghz radios. A 5% match is required, December 14, 2015 Action Items Page 2 of 2 which is currently available due to the Assistance to Firefighters Grant Program article in the Fall 2014 warrant (article 3, item 2K). ADMINISTRATIVE RECOMMENDATION We recommend the Board vote to approve this request. 5. 6. HECH Home Emergency Loan Program (HELP) Mortgage - In the process of implementing the work related to one of the Harwich Ecumenical Council for the Homeless “HELP” program loans, additional rot and termite damage was discovered in the siding of one of the homes. The cost of replacement materials is estimated to be an additional $1,260. In order to increase the loan and the mortgage amount, documents need to be recorded which reflect the additional cost. ADMINISTRATIVE RECOMMENDATION We recommend the Board vote to make the attached amendment motion and vote to authorize the CPC to hold these mortgages on behalf of the Town. 7. Request for Endorsement of Procedure – Attached please find a copy of the administrative procedures and guidance documents that the Town follows with respect to reporting and administering Workers’ Compensation claims. This is primarily for your reference, however as a means of demonstrating compliance and acknowledgement, it would be prudent to have the Board vote to officially endorse Administration’s procedures with respect to the handling of work-related injuries subject to Massachusetts Workers’ Compensation Law. ADMINISTRATIVE RECOMMENDATION We recommend the Board vote to endorse the procedures
