ROLL CALL: Commissioners Minnis, Renzi, Ruane, Seggebruch, and Chairman Kiefer were present. Commissioners Heinen and Womack were absent. Plainfield Fire Protection District, Plainfield Public Library District, Plainfield Township Park District and Plainfield Community Consolidated School District 202 were absent. OTHERS PRESENT: Jonathan Proulx, Director of Planning APPROVAL OF MINUTES The Minutes of the Plan Commission meeting held on December 17, 2019 were approved as amended. PUBLIC COMMENTS Chairman Kiefer asked for public comment and there was no response. DEVELOPMENT REPORT Mr. Proulx provided updates on the following Planning cases: Route 59 Dunkin’, variance for Zoumar Rd. in the Springbank subdivision, landmark for Fox River St., Renwick Properties, variance for The Sanctuary, and demolition of the Des Plaines St. property. OLD BUSINESS Case No. 1863-112619.SU.SPR Eastern Ave. (Warehouse District) Clayton Olsen Commissioner Renzi made a motion to we open the Public Hearing for the requested special use for a major amendment to a planned development known as Warehouse District and continue the Public Hearing to the March 3, 2020 meeting of the Plan Commission. Second by Commissioner Seggebruch. Vote by roll call: Minnis, yes; Ruane, yes; Seggebruch, yes; Renzi, yes; Kiefer, yes. Motion carried 5-0. NEW BUSINESS DISCUSSION Commissioner Ruane voiced his concern about the preliminary site plan for the restaurant/hotel on Des Plaines St., sine the building seems to be from lot line to lot line and the lack for parking. Mr. Proulx stated the property owner, the Village, and the township are working to add more shared parking with some dedicated parking for the applicant. Mr. Proulx stated the redevelopment plan would include open space in the back for special events. Commissioner Renzi stated that he believes the downtown parking study was updated and is hoping that it will be shared with the commission during the site plan review for Des Plaines St. Commissioner Renzi asked if the speed limit issue on Feeney Dr. and Renwick Rd. has been addressed. Mr. Proulx stated he will need to check on the status. Commissioner Renzi stated the comprehensive plan shows residential for the property on Eastern Ave., where the office building is being considered, which he feels that property will not ever be residential. Commissioner Renzi suggested the comprehensive plan should be updated to void any future issues. Chairman Kiefer asked Commissioner Renzi if he would like the plan updated when there are zoning 3 Plan Commission Minutes February 4, 2020 Page 2 of 2 changes. Commissioner Renzi indicated that the entire Future Land Use Plan may need to be reviewed to prevent any protests to proposed developments. Mr. Proulx stated that the State of Illinois is not a state that requires development to follow the comprehensive plan. Mr. Proulx stated the property was rezoned to I1, since the dynamics changed in the area. Mr. Proulx agreed that it would be beneficially to update the plan. Commissioner Seggebruch stated when the Comp Plan was done the downtown area was well established, so there were minimal changes to the downtown. Commissioner Seggebruch asked if the demolition application for Des Plaines St. was presented to the Historic Preservation Commission (HPC) and if the HPC denied the application. Mr. Proulx stated the HPC voted for an alternative analysis for the property. Commissioner Seggebruch asked if a landmark application would delay the demolition of the property. Mr. Proulx stated that the Village requires the owner’s consent for a landmark nomination. Commissioner Seggebruch asked staff how much parking the Village approved for the Farmhouse. Mr. Proulx gave them an update on the progress of the Farmhouse parking lot addition and the new building. Commissioner Ruane stated the Farmhouse had to pay Village of Bolingbrook for access on 127th Street and provide funds for a traffic light. Commissioner Ruane asked staff when the traffic light will be installed. Mr. Proulx stated that the Village of Plainfield would not be involved in funds collected by the Village Bolingbrook. Mr. Proulx stated that the Plainfield Public Works Department have taken the lead on getting the traffic light and provided them with the progress. Commissioner Renzi asked staff the status of the Crossroads Business Center Storage Facility & Memory Care and the Sixteen30 Apartments. Mr. Proulx stated the Sixteen30 Apartments have a preconstruction meeting soon and the Building Department was just contacted by the developer of the Self-Storage in Crossroads Business Center. Mr. Proulx stated the Memory Care facility was contingent on state funding, which he believes the applicant was successful in getting the funding. Chairman Kiefer read the reminders.
