THE CITY OF RICHMOND, INDIANA, OCTOBER 2, 2008
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, October 2, 2008, in the Community Room at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson
and Mary Jo Flood. Also attending were Assistant City Attorney Kim Vessels, Deputy Chief of
Fire Prevention Bobby Farris, Lieutenant Phil Schroeder of the Richmond Fire Department and
Rich Dornberger.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel were present.
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the September 25, 2008
meeting. Flood made a motion to approve with a second by Lawson. The motion was
unanimously passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board for the approval of the claims for payment for October 3,
2008 in the amount of $747,359.50. She explained that of that total $33,5434.17 was paid to
Wayne County Treasurer for the City's share of 9 -1 -1 salaries and benefits, $58,280.79 was paid
to Milestone for Hot/Cold Mix, $576,266.22 was paid to Milestone for paving for phase 1 & 2
and $30,503.99 was paid to the City of Richmond for Intergovernmental charges. Lawson made
a motion to approve with a second by Flood. The motion was unanimously passed.
NOISE VARIANCES
A. Robinson brought to the board a request that was presented by Director of Student
Activities for Earlham College Rich Dornberger for the approval of a Noise Variance
on Saturday, October 18, 2008 from 10:00 PM to 1:00 AM for the Earlham College
Homecoming Dance to be held in the Starr Gennett Building in the Gorge. Flood
made a motion to approve with a second by Lawson. The motion was unanimously
passed.
B. Robinson made a request to the board that was submitted by Ronald Chappell for the
approval of a Noise Variance on Saturday, October 4, 2008 with a rain date of

October 11, 2008 for the New Life Ministries Church's Community Festival to be
held from 2:00 PM to 10:00 PM at 1004 North "A" Street in the parking lot. Lawson
made a motion to approve with a second by Flood. The motion was unanimously
passed.
PROBATIONARY POLICE OFFICER
A. Robinson made a request to the board that was submitted by Police Chief Kris Wolski
for the approval to hire Probationary Police Officer James M. Satkus. Flood made a
motion to approve with a second by Lawson. The motion was unanimously passed.
CONTRACTS
A. Robinson brought to the board a request that was presented by Deputy Chief of Fire
Prevention Bobby Farris for the approval of Contract No. 112 -2008 that is a purchase
agreement between the City and the Wayne County Firefighters Inc. for a Mobile
Smoke House. Lawson made a motion to approve with a second by Flood. The
motion was unanimously passed.
B. Robinson brought to the board a request that was presented by Lieutenant Phil
Schroeder of the Richmond Fire Department for the approval of Contract No. 113-
2008 that is a purchase agreement between the City and the Liberty Volunteer Fire
Department for Diving Equipment. Flood made a motion to approve with a second
by Lawson. The motion was unanimously passed.
BID OPENINGS
A. Robinson added a bid opening for the Brick Paver Replacement Project. Those bids
are as follows:
1. Decorative Paving - $14,415.00 for crosswalks and $2990.00
to repair sidewalks with a total bid of $17,405.00.
2. Whitewater Construction— Total bid of $17,041.00.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
