SPECIAL MEETING MINUTES
MARCH 26, 2020
AT: VILLAGE HALL
BOARD PRESENT: M.COLLINS, C.LARSON (ELECTRONIC), B.WOJOWSKI
(ELECTRONIC), H.BENTON (ELECTRONIC), M.BONUCHI(ELECTRONIC), K.CALKINS
(ELECTRONIC), AND P.KALKANIS (7:02 p.m. ELECTRONIC). OTHERS PRESENT:

CALL TO ORDER, ROLL CALL,PLEDGE
Mayor Collins called the meeting to order at 7:00 p.m. Trustee Kalkanis called in at 7:02 p.m. all
other Trustees were present at the time of roll call. Mayor Collins led the Pledge of Allegiance.
PRESIDENTIAL COMMENTS
Mayor Collins commented on the Proclamations of Disaster and noted that the current proclamation
expires on March 30, 2020.
TRUSTEES COMMENTS
Trustee Larson thanked staff and the community for their support through the COVID19 pandemic.
Trustee Benton thanked everyone for their support and efforts through the COVID19 pandemic.
Trustee Bonuchi thanked everyone for their support and efforts through the COVID19 pandemic.
PUBLIC COMMENTS (3-5 minutes)
Clerk Gibas noted that no public comments were received.
BUSINESS MEETING
1) APPROVAL OF AGENDA
Trustee Larson moved to approve the Agenda. Second by Trustee Wojowski. Vote by roll call. Benton,
yes;Bonuchi,yes;Calkins,yes; Kalkanis,yes;Larson,yes;Wojowski,yes. 6 yes,0 no. Motion carried.
2) DISASTER PROCLAMATION
Chief Konopek gave a brief update on the Village's efforts regarding the COVID19 pandemic.
Attorney Joan Meyers stated that the Illinois Emergency Management Act identifies that proclamations
for disaster can be continued or renewed for a period of time longer than 7 days, but generally not to
exceed 30 days with the consent of the municipalities' governing board. If necessary,this proclamation
can be renewed. Mrs. Meyers pointed out that the Act also confers additional powers upon a
�., municipality including entering into contracts and incurring any obligations necessary to combat the
disaster and protect the health and safety of persons/property, and to provide emergency assistance to
Village of Plainfield

disaster victims. This includes renting equipment, purchasing supplies/materials and appropriating,
expending and/or disposing of public funds/property for the purpose of combatting the disaster and
protecting the health and safety of persons/property.
Trustee Bonuchi moved to authorize the Village President to execute a Disaster Proclamation
proclaiming that a disaster exists in the Village of Plainfield, Will and Kendall Counties, Illinois, for a
period not to exceed 30 days. Second by Trustee Benton. Vote by roll call. Benton, yes; Bonuchi,
yes; Calkins, yes; Kalkanis, yes; Larson, yes; Wojowski, yes. 6 yes, 0 no. Motion carried.
Mayor Collins read the reminders and announced that our GIS Specialist Christina, her husband
Nathan, and son Adam welcomed a new addition to their family, baby Owen. Congratulations.
Trustee Larson moved to adjourn. Second by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed.
Motion carried.
The meeting adjourned at 7:30 p.m.
